PROJECT UNDERSTANDING <br />Project Location & Proposed Scope: <br />• The project involves replacement of a forcemain <br />discharging from the City's Lift Station 5, located <br />at the NW corner of Lake Johanna Blvd and <br />County Road E, to its discharge location at the <br />intersection of Stowe Ave and New Brighton Rd. <br />• Scope of improvements generally includes: <br />o Replacement of check valves at the lift <br />station <br />o Horizontal directional drill (HDD) of new <br />10" forcemain within the same corridor as <br />the existing 10" forcemain. <br />o Sand filling and bulkheading <br />(abandonment) of the existing 10" <br />forcemain. <br />o Survey patching and restoration of open <br />excavations, such as at the lift station site, <br />the forcemain discharge, and an assumed <br />two intermediate pits for horizontal <br />directional drilling operations. <br />• The City would like to design the project this year <br />and is in pursuit of external funding, specifically <br />through the next MN bonding bill but with interest <br />in other external sources such as the Clean Water <br />Fund (CWF) administered by PFA. The City is <br />interested in having completed plans such that the <br />project is `shovel ready' for bidding following any <br />receipt of external funding. <br />PROJECT SCHEDULE <br />• Construction year is not currently known as the <br />City pursues the external funding resources which <br />have variable funding years associated with them. <br />Keeping in mind the City's `shovel ready' <br />however, this proposal has assumed 2024 <br />construction with associated hourly rates for <br />services to be provided in 2023 and 2024. Plans <br />and specifications will assume local funding is <br />used in the interim, as no specific external funding <br />source and associated funding requirements (wage <br />rates, reporting, buy America, etc) are known. <br />Revisions to this proposal can be made to align <br />with project funding should the construction year <br />be delayed or if funding sources place added <br />contractor requirements on the project. <br />PROJECT SCHEDULE <br />Below is a proposed schedule for the project, subject to <br />review and acceptance by City Staff. The schedule <br />accounts for the following key processes and milestones <br />for this project. <br />
