PROJECT UNDERSTANDING Project Location & Proposed Scope: • The project involves replacement of a forcemain discharging from the City's Lift Station 5, located at the NW corner of Lake Johanna Blvd and County Road E, to its discharge location at the intersection of Stowe Ave and New Brighton Rd. • Scope of improvements generally includes: o Replacement of check valves at the lift station o Horizontal directional drill (HDD) of new 10" forcemain within the same corridor as the existing 10" forcemain. o Sand filling and bulkheading (abandonment) of the existing 10" forcemain. o Survey patching and restoration of open excavations, such as at the lift station site, the forcemain discharge, and an assumed two intermediate pits for horizontal directional drilling operations. • The City would like to design the project this year and is in pursuit of external funding, specifically through the next MN bonding bill but with interest in other external sources such as the Clean Water Fund (CWF) administered by PFA. The City is interested in having completed plans such that the project is `shovel ready' for bidding following any receipt of external funding. PROJECT SCHEDULE • Construction year is not currently known as the City pursues the external funding resources which have variable funding years associated with them. Keeping in mind the City's `shovel ready' however, this proposal has assumed 2024 construction with associated hourly rates for services to be provided in 2023 and 2024. Plans and specifications will assume local funding is used in the interim, as no specific external funding source and associated funding requirements (wage rates, reporting, buy America, etc) are known. Revisions to this proposal can be made to align with project funding should the construction year be delayed or if funding sources place added contractor requirements on the project. PROJECT SCHEDULE Below is a proposed schedule for the project, subject to review and acceptance by City Staff. The schedule accounts for the following key processes and milestones for this project.
