existing pipe and not expanding service area, the project should be considered exempt from Section 106 review and we <br />assume this will be the case. Bolton & Menk will produce all required maps associated with the EIW. <br />Projects have historically needed to score at least 40 points to be considered eligible for the PFA program. Applications <br />for the upcoming cycle are due March 1, 2024 to put the City in consideration for the 2025 PPL. While being listed on the <br />PPL does not make the project fundable per say, it informs PFA that the MPCA has reviewed the project and determined <br />it meets the criteria to be considered for the program. Once listed on the PPL, the listing would remain for five years or <br />until the project is funded, without need for re -application. The March 2024 application would require a Facility Plan with <br />the EIW component to be submitted by the first Friday in March. We assume the plan sheets produced coupled with a <br />project narrative will suffice as the project Facility Plan. <br />If the City submitted all of this information by March 1, 2024 and was listed in the fundable range of the 2025 PPL/IUP <br />(which should be approved around the end of September 2024), then the City could move forward with funding <br />certification (plans/spec approval by MPCA, and loan application approval by PFA) starting in the Fall of 2024. The <br />schedule submitted with this proposal intended for project delivery assumes other funding is received sooner than this. <br />However, the City may choose to delay the project schedule to fit this process as it sees fit during the project development <br />process. Should the year within which Bolton & Menk services are intended to be performed, an amended proposal can be <br />provided to account for the respective change. Bolton & Menk's funding specialists will prepare the necessary PFA <br />funding application with required attachments to get the project scored and listed on the Project Priority List (PPL) with <br />the goal of securing CWF for the project. <br />Potential Future Services Not Included & Project Assumptions <br />Through development of the project, Bolton & Menk will work with the City to gauge potential future service needs for: <br />1. Easement acquisition services, such as survey work, appraisals, and professional acquisition services <br />2. Modifications or additions to the project specifications, plans, and construction services effort to satisfy external <br />funding secured for the project. The scope herein includes some efforts to assist the City in pursuit of external <br />funding, but the scope of services has been based on use of 100% local funds as the source and associated <br />requirements from external funding are not yet known, and therefore cannot be reasonably scoped. Efforts such as <br />contractor wage rate review, material testing and associated reporting, plan and specification submittal and review <br />to state agencies, and other funding requirements can be added to our proposed scope of services upon receipt of <br />external funding for the project. <br />3.
