Task 3.3: 100% Plans, Estimate, & Specifications <br />Following City 90% review, the plans will be updated based on city comments and Bolton & Menk QA/QC. A 100% <br />complete plan set will be prepared and readied for bidding by contractors. <br />Task 3.4: Permitting <br />Bolton and Menk will apply for the following permits which are anticipated: <br />1. Work in Ramsey County ROW permit <br />No permit fees are anticipated at time of this proposal preparation. Bolton & Menk can pay any required permit fees <br />which will be passed through to the City. <br />Task 3.5: Bidding, Contractor Questions, Revisions, & Award <br />We will place the bidding documents on QuestCDN and facilitate an online bid opening for the project. During the time <br />the project is being advertised, Bolton & Menk staff will field bidder questions, make revisions if necessary, and issue <br />necessary addenda prior to the opening of bids. Following the bid opening, we will compile the bids received in a <br />tabulation and abstract and make recommendation to the City regarding the bid award. <br />Task 4: Construction Services <br />Bolton & Menk will assist the city through the construction phase by providing construction administration, staking and <br />observation services. Bolton & Menk will plan and lead the project's pre -construction meeting and review shop drawings <br />as they are submitted by the contractor. We will provide part time on -site construction observation during the <br />construction phase of the project. Our scope of services assumes construction will take approximately 6 weeks. We <br />anticipate the part-time observation will occur at 20 hours per week. If full-time inspection is needed during construction <br />and the hours and/or duration need to increase from our estimate, Bolton & Menk can provide that level of service, with <br />the approval of the city, for the additional hours needed at the hourly rate provided in our Summary of Fees table. We are <br />proposing to use an E.I.T. with similar project experience for construction observation on the project. Our construction <br />observer will ensure the contractor is following the project plans and specifications and incorporating this information <br />into building the streets and utilities. This individual will also handle communication and questions from residents, and <br />they will relay information between the contractor and the city as necessary. <br />Our survey crew will stake the proposed forcemain alignment and provide a cut to the proposed pipe. All other field <br />locating of features are assumed to be the responsibility of the contractor, as surface disturbances will be restored in -kind <br />and are anticipated to be small in size. <br />Bolton & Menk will provide a qualified individual to administer the construction contract and provide periodic oversight <br />of the construction observer. Contract administration is anticipated to require approximately 10 hours per week of <br />responsibilities. This individual will conduct weekly virtual construction meetings with the contractor and prepare <br />progress payments monthly and change order documents as necessary. <br />Task 5: Project Funding <br />The City is seeking external funding through the next MN Legislative Bonding Bill as well as Clean Water Revolving <br />Funding (CWRF) through the MN Public Facilities Authority (PFA). CWRF Grants are typically available for <br />communities based on affordability and median household income, for sanitary collection infrastructure, wastewater <br />treatment facilities, and stormwater projects. Bolton & Menk will lead the pursuit of CWRF funding as proposed herein. <br />Bolton & Menk will prepare an Environmental Information Worksheet (EIW) as required to prepare and submit the <br />Project Priority List (PPL) application for CWRF funding. The EIW can, in some cases, require Section 106 review for <br />potential impacts to known or potentially significant historic cultural resources. Because the project will be replacing an <br />
