INTRODUCTION <br />The Arden Hills City Council approved a Professional Services Agreement on April 10, 2023 <br />which ordered the preparation of a Feasibility Report for the 2024 Pavement Management Program <br />(PMP) Street & Utility Improvements project. This report will examine the feasibility of proposed <br />improvements to the roadway and utilities within the 2024 PMP project area. The following streets, <br />and the surrounding areas, are proposed for improvements: <br />• Royal Lane from Norma Avenue to Floral Drive West <br />• Norma Avenue from Dawn Circle to Briarknoll Drive <br />• Briarknoll Circle <br />• Briarknoll Drive from Snelling Avenue North to Norma Avenue <br />• Norma Avenue from Briarknoll Drive to Colleen Avenue <br />• James Avenue from Indian Oaks Trail to Colleen Avenue <br />• McClung Drive from Snelling Avenue North to Colleen Avenue <br />• Colleen Avenue from McClung Drive to Hamline Avenue North <br />• Colleen Circle <br />• Royal Hills Drive from Snelling Avenue North to Arden View Drive <br />• Arden Vista Court <br />• Keithson Drive from County State Aid Highway (CSAH) 96 West to 800 feet south of <br />CSAH 96 West <br />See Figure 1 in Appendix A for the proposed project location map. <br />This report reviews the existing conditions in the project area and discusses, in detail, the proposed <br />improvements. These proposed street improvements consist of two construction methods, each <br />determined as a result of deteriorating street pavement conditions and proposed improvements to <br />the watermain, sanitary sewer, and storm sewer infrastructure. The first pavement improvement <br />method is the milling and overlaying of the existing roadway pavement with a new wearing course. <br />The second method is the full depth reclamation of the roadway, a process that pulverizes the <br />existing roadway to create a suitable base for new non -wear course and wear course pavement to be <br />installed. The report also provides preliminary cost estimates for the proposed improvements with <br />financing for the project coming from a combination of special assessments, the City's general tax <br />levy, and the City's utility funds. <br />If the City decides to proceed with the proposed street and utility improvements described in this <br />report, it is anticipated construction would begin in 2024 as shown in the detailed project schedule <br />found on page 12. <br />II. BACKGROUND <br />The city's Capital Improvement Plan (CIP) identifies proposed projects, their associated costs, and <br />funding for a five-year period. The streets evaluated in this report were identified in The City of <br />Arden Hills's 2023 CIP for construction in the year 2024. The project area consists of primarily <br />low -density residential areas with a small amount of land being dedicated as park preserves. The <br />proposed improvements discussed in this report took into consideration the available documents <br />and data related to the project areas, including but not limited to the City of Arden Hills 2040 <br />Comprehensive Plan, record drawings, geotechnical reports, pavement condition index (PCI) <br />ratings, sanitary sewer televising inspections, watermain break and leak history, and field <br />observations conducted by city public works staff. <br />Prepared by: Bolton & Menk, Inc.
