3.8 Exterior
Coating

3.8.1

The coating Dry Film Thickness (DFT) on the exterior varies from 8,8 to 24.4 mils with
an average of 14 mils DFT. See photos 24 thru 28.

It appears that the tank was last coated in 2013. The exterior coating applied is not
classified as a lead based paint. Itis in excellent condition and no repairs are
required at this time.

3.9 Site and
Environmental
Considerations

3.10 Antenna
Considerations
3.9.1
No recommendations are made at this time.

In conformance with Minnesota State Rules Chapter 7025 and Federal USEPA Rules
for air quality and control of dust and fugitive emissions, a risk factor analysis has
been performed to determine the class of pollution control required for the tower
during reconditioning. The risk factor is a calculation of potential risk for the structure
and the values in the table of Subpart 3 (of the standard) are the standards of the risk
factor for the surrounding properties. The class of pollution control required for
compliance with the rules is Class H, which requires full containment.

3.10.1
There are 2 providers on the tower currently. T-Mobile is on the fluted column and
Sprint is on the handrail. Wireless Communication antennas located on the fluted
column and on the roof hand railing. The Sprint antennas located on the roof have
issues as the upgrade was started and the contractor left the site and never returned.
There is a punch list of items that never were completed. Sprint was purchased by T-
Mobile in 2021 and is now removing the antennas from towers with colocations with
Sprint. These coating repairs should be completed when Sprint removes their
antennas. See photos 28 through and 32.

9
