<br />-. <br /> <br />-I <br /> <br />J <br /> <br />~ cf'tJ-~8 <br /> <br />Extract of Minutes of Meeting <br />of city Council <br />City of Arden Hills <br />Ramsey County, Minnesota <br /> <br />July 28, 1980 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Arden Hills, Minnesota, was <br />held in the City Hall in said City on Monday, July 28, 1980 <br />at 8:00 o'clock p. m. <br /> <br />The following members were present: Mayor Crepeau and <br />Councilmen Woodburn, Crichton, Wingert and Hanson; and the <br />following were absent: None <br /> <br />Also present were Mrs. Charlotte McNiesh, City Clerk <br />Administrator; Mr. Donald Christoffersen of Short, Elliott, <br />Hendrickson, Inc., City consulting engineers; and Mr. Peter S. <br />Popovich of Peterson, Popovich, Knutson & Flynn, city bond <br />consultants. <br /> <br />MAYOR CREPEAU: It being 8:00 o'clock, we will open the <br />public hearing for proposed Improvement of County Road E from <br />Lexington to Highway 51. Does the Clerk Administrator have <br />the affidavits of publication? <br /> <br />MRS. MC NIESH: Yes, I have the affidavit stating that the <br />Notice of Hearing was published in the New Brighton 'Bulletin on <br />July 10 and July 17, and I have the certificate of Mailing <br />indicating that the Notices were mailed to affected property <br />owners - that is, who would be affected by the assessment - <br />mailed on July 16. <br /> <br />MAYOR CREPEAU: Thank you. At this time I'd like to ask <br />village engineer, Mr. Christoffersen, to briefly explain <br />improvements involved. <br /> <br />our <br />the <br /> <br />MR. CHRISTOFFERSEN: I' d like to defer part of the explana- <br />tion to a traffic engineer from my firm,. Mr. Glen VanWormer. He <br />will discuss the aspects of the road itself and the traffic <br />related thereto, and after he has completed I will discuss the <br />burying of the underground utilities and miscellaneous details. <br /> <br />MR. VAN WORMER: What I'd like to do this evening is present a <br />report to you that we were authorized to do six months ago. <br />In preparing the report we did meet with the County Road E Task <br />Force on a number of occasions and tried to work with them to <br />understand their concerns and make sure their viewpoints were <br />represented in our report. <br />
