Assist the OWner in conducting a Minimum Level Public <br />Participation Program as defined by the U.S. EPA. Provide <br />materials for and attend one (1) public hearing to be <br />conducted at the conclusion of the project. Assist the <br />OWner in preparing the Responsiveness Summary to be <br />incorporated into the report following the public hearing. <br /> <br />ARTICLE III - RESPONSIBILITIES OF THE OWNER <br /> <br />The Owner will issue a written notice-to-proceed to the Engineer for <br />services to be performed under ARTICLE II, Phases II, III and IV <br />within ten (10) days of receipt of a notice from the Commission of <br />acceptance of an approved grant offer. <br /> <br />Completion of. the infiltration/inflow analysis study in the most <br />expeditious and cost-effective manner will require certain efforts on <br />lit the part of the OWner. Specifically, the Owner shall provide the <br />fOllowing in a timely fashion and at no cost to the Engineer or his <br />subcontractors: <br /> <br />1. A person authorized to act as the OWner's representative <br />to accept completed work during the course of the study <br />and to provide appropriate liaison. <br /> <br />- 8 - <br />
