<br />~ 5'0 c:f"q- <<.,; <br /> <br />~ <br /> <br />. <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Arden Hills <br />Ramsey County, Minnesota <br /> <br />. <br /> <br />August 23, 1982 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Arden Hills, Minnesota, was duly <br />held in the City Hall in said City on Monday, August 23, 1982, at <br />7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Woodburn and <br />Councilmen Johnson, McAllister and Mulcahy; and the following was <br /> <br />absent: Councilman Hicks. <br /> <br />Also in attendance were Charlotte McNiesh, City Clerk Admin- <br />istrator; Dorothy Zehm, Deputy Clerk Administrator; Donald G. <br />Christoffersen of Short-Elliott-Hendrickson, Consulting Engineers; <br /> <br />and Peter S. Popovich,of Peterson, Popovich, Knutson & Flynn, City <br />Bond Consultant. <br /> <br />MAYOR WOODBURN: I guess we are ready to proceed with the <br />third assessment hearing, which is Improvement No. P-80-1. <br /> <br />CHARLOTTE McNIESH: <br />notice was published in <br />and notices were mailed <br />August 6. <br /> <br />I have the affidavit saying that the <br />the New Brighton Bulletin on August 5 <br />from the post office in New Brighton on <br /> <br />. <br /> <br />y~. CHRISTOFFERSEN: Your Honor, I don't have a slide on <br />this one. The improvement consisted of constructing street <br />lighting, median islands and sidewalk along County Road E. An <br />eight foot pedestrian sidewalk along the south side and a six <br />foot sidewalk area extending from (inaudible) to Carroll <br />Furniture, then a break in the sidewalk, and the sidewalk begins <br />again at the easterly portion of McGuires' property and extends <br />to Lexington Avenue. There was a relocation of a driveway at <br />McGuires and construction of islands from the east to the west <br />end and varied electrical work, plus a report by the planner - <br />a landscaping report by the planner. <br /> <br />MR. POPOVICH: Mayor and members of the council, the <br />original estimated cost was $630,000. It turned out to be <br />$516,166. If you will recall, the task force, at the feasibility <br />hearing - prior to the feasibility hearing - recommended a 50/50 <br />
