<br />r.', <br /> <br />. <br /> <br />. <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF ARDEN HILLS <br /> <br />RESOLUTION NO. 82-37 <br /> <br />RESOLUTION ADOPTING POLICY STATEMENT <br />FOR THE NEWSLETTER COMMITTEE <br /> <br />POLICY STATEMENT <br /> <br />WHEREAS. tbe Arden Hills City Council bas. by Resolution 79-19 <br />and Resolution 82-6. establisbed a Newsletter Committee to. tbrougb <br />its Editor, bave tbe sole responsibility, witbin publisbing a news- <br />letter and for its content, <br /> <br />NOW, THEREFORE, this Policy Statement is adopted by the City <br />of Arden Hilla for the Newsletter Committee in furtherance of its <br />responsibili ty: <br /> <br />1 <br />DEFINITIONS <br /> <br />1. "Newsletter" shsll mean one or more printed publications <br />designed specifically for tbe citizens of Arden Hills. <br /> <br />2. "Governmental Person" shsll mean a person who is associated <br />with ~h~ City of Arden Hills in any of the following ways. <br />and sball include a member of tbe immediate family of a <br />person so associated: <br /> <br />a) a City Council member; <br /> <br />b) an announced candidate for City Council; <br /> <br />c) a person elected or appointed to the City <br />Council, but not yet sworn in as a member; and <br /> <br />d) an employee of the City. <br /> <br />3. "Committee" sball meen tbe Newsletter Committee of the <br />City of Arden Hills as it may from time to time be <br />constituted. <br /> <br />4. "Ci ty" shall mean the City of Arden Hills. <br /> <br />5. "Publication" shall mean the dissemination of printed <br />information to tbe citizens of the City of Arden Hills. <br /> <br />11 <br />PURPOSE <br /> <br />The purpose of the Committee shall be to inform tbe citizens <br />of tbe City with information as to past, present and future bappen- <br />ings in tbe City to generate greater community participation in <br />government, instill greater community identification and build a <br />more informed citizenry. <br /> <br />111 <br />INDEPENDENCE <br /> <br />1. The Committee shall be editorially independent from any <br />governmental policies of the City. <br /> <br />2. No member of the Committee or its Editor may be a govern- <br />mental person, except that the Editor may be compensated <br />by the City in a manner determined by the Committee. <br /> <br />3. Tbe Committee may accept funding from the City and m.y <br />utilize City owned or City provided equipment, supplies, <br />materials and publication assistance which i8 not editorial <br /> <br />-~.~'~ <br />
