The Committee shall engage sn Editor, with the approval of the City Council, who shall solely be responsible for the content of the newsletter. 2. Guest articles mey be included at the discretion of the Editor. . 3. The Committee shall consult with, advise and assist the Editor in the performance of his duties. 4. It is recognized and encouraged that each Editor has a unique style and format which distinguishes the newsletter. The Committee may, from time to time, make recommendations as to style and format. V COMMERCIALIZATION 1. It is the policy of the Committee not to permit; commer- cialization of the newsletter by either business, political y or individually oriented pressures. 2. No advertising of any kind and no want sds shall bs permitted. 3. It is the general policy not to promote sny Governmental Person by the excessive or suggestive use of that person's na.., position or other reasonable identification. 4. It is the policy that, in general, Council members' namss may, at the discretion of the Editor, be utilized in connec- tion with specific City activities and, more particularly, with City Council proposals and voting. VI PUBLICATION The Committee shall, from time to time, determine the proper format for publication, frequency of publication, size of publi- cation, and facility for financing such publication. VII EDITOR 1. The Committee shall establish a written job description for the position of Editor. 2.
