CONSENT ITEM— 8I
,-AIEN HILLS
MEMORANDUM
DATE: November 13, 2023
TO: Honorable Mayor and City Councilmembers
Dave Perrault, City Administrator
FROM: David Swearingen, P.E. Public Works Director/City Engineer
SUBJECT: Trunk Watermain Improvements - Roseville
Budgeted Amount: Actual Amount: Funding Source:
$385,000 $TBD Water Utility Fund
Council Should Consider
Motions to approve, table, or deny the following:
• Construction Cooperative Agreement for Construction of Watermain on Hamline
Avenue with the City of Roseville.
Background/Discussion
Project area is shown in Exhibit A and Exhibit B within the Cooperative Agreement (Attachment
A). Arden Hills has a 16-inch diameter trunk watermain that extends from Roseville at Hamline
Avenue and Glenhill Rd that feeds both water towers. Within Roseville there is an existing 12-
inch watennain that connects to the Arden Hill's 16-inch watermain. The existing conditions are
adequate for Arden Hill's current demand for water but the purpose of this project is to upgrade
the watennain within Roseville from 12-inch to 16-inch to supply the required water demand for
future development at Rice Creek Commons/TCAAP. This project is anticipated to be
constructed in 2024. The timing is due to coordination with Ramsey County's pavement
rehabilitation project along Hamline Avenue in 2025. Ramsey County requested that the work be
completed prior to their project so the new pavement is not disturbed.
Budget Impact
The 2024 CIP has $385,000 budgeted for this project(Attachment B). Because Roseville does
not have a need to replace or upgrade this segment of watermain for their City needs, the costs
related to upsizing the pipe, valves, fittings, meter manhole and related restoration will be fully
funded by Arden Hills per the attached Cooperative Agreement. Roseville has offered to take the
Page 1 of 2
