,-ADEN HILLS <br />MEMORANDUM <br />DATE: November 27, 2023 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Jessica Jagoe, Community Development Director <br />SUBJECT: Planning Case 23-022 — Concept Plan Review <br />Mister Car Wash — 3751 Lexington Avenue N. <br />Budgeted Amount: Actual Amount: <br />N/A <br />Council Should Consider <br />N/A <br />AGENDA ITEM — 3A <br />Funding Source: <br />N/A <br />Council should consider a request for a Concept Plan Review for the proposed redevelopment of <br />the property at 3751 Lexington Avenue N. ("Subject Property") for the construction of a <br />standalone car wash. Mister Car Wash ("Applicant") is seeking feedback from the City Council <br />on the concept plan in advance of the full submission which would include a land use application <br />for items such as a Conditional Use Permit, Site Plan Review, and Planned Unit Development. <br />The Concept Plan Review process is an opportunity for the City Council to provide comments <br />and questions regarding proposed developments. A concept review is considered advisory and is <br />nonbinding to the City and Applicant (Section 1320.14, Subd 4 of the Zoning Code). No formal <br />action can be taken at a Work Session. A formal application will be subject to the full review <br />process, including a public hearing with Planning Commission and City Council review. <br />Background <br />Mister Car Wash is proposing redevelop the property at 3751 Lexington Avenue N. The <br />property is currently owned by CS&M Arden Hills, LLC and the building was previously <br />occupied by Arby's which closed earlier this year. The Applicant is proposing to demolish the <br />existing building and redevelop the approximate 1.25 acre site. The Applicant proposes to <br />construct an approximately +/- 4,700 square foot conveyor -type, stand-alone express car wash <br />building with the redevelopment including parking, landscaping, utilities, stormwater <br />management, vacuum equipment, signage, and lighting to support the proposed project. The <br />Applicant has indicated they utilize the existing site access. <br />Page 1 of 3 <br />
