It might be worthwhile in this <br />situation to continue to have special worksessions before the regular Council meeting to <br />give additional time for discussion on Council items (this is essentially what I propose in <br />further detail below). Jessica will speak to some of the planning implications if we go this <br />route. <br />o Meeting cadence: one regular meeting and one worksession. <br />• Cancel the worksession and continue to have the two regular meetings with worksessions <br />prior (two meetings per month). While this option has been working, Staff does have a <br />concern that starting at 5:30 PM may not work for longer items throughout the year. <br />City Administrator Input: the goal of this is to permanently cut out one meeting per month that <br />Staff and Council have to attend with the understanding that this may not always be the case and <br />depending on workload, that special meetings and one-off events will happen. One option to <br />seriously consider is having one regular Council meeting a month (let's say the fourth Monday <br />of the month), which is thought of as the formal meeting where we have public hearings, make <br />decisions on New Business and take care of other public business at the dais. I would still <br />propose we keep a short worksession prior to this meeting to discuss items as needed. I would <br />then propose a worksession on the second Monday of the month that is similar to the current <br />worksession, start time of 5:00 pm (or whatever Council decides) and is capped at three hours. I <br />would then propose a standing in -formal meeting after this (or before) where Council approves <br />items only applicable to the consent calendar (i.e. a five minute meeting). This will ensure we <br />can still get routine items approved in a timely fashion. <br />Regardless of the route the City Council would like to go, we'll need direction on what, if any, <br />changes will be needed to be brought forward for approval for 2024. <br />Budget Impact <br />N/A <br />Attachment <br />N/A <br />Page 2 of 2 <br />
