For example, a land use goal for the City is to <br />“construct new development at an average density of at least five residential units per <br />net residential acre”. To evaluate this criterion as set by the Metropolitan Council, <br />the density range is factored city-wide based upon the minimum density set in all <br />residential future land use classifications and the developable acreage. These <br />tabulations are reflected in Chapter 6 under Table 6.5. This table is included as part <br />of the amendments due to the proposed separation of NR-3 and NR-4 future land use <br />classifications as well as being adjusted to include the proposed 32.7 acres of Flex <br />Office reguided to residential uses under the Neighborhood Residential <br />classifications. Staff will note that Table 6.3 - 2040 Future Land Use (city-wide <br />breakdown by future land use classification to corresponding acreage) and Table 6.4 <br />– Areas of Possible Commercial and Industrial Redevelopment are also part of the <br />comprehensive plan amendment in order to reflect the proposed change in future <br />land use classification in the southwest corner of the Subject Property. <br /> <br />2. Future Land Use Map <br />As reviewed above, the City is proposing the separate the NR-3 and NR-4 future land use <br />classifications to identify these residential areas for future development. Under the current <br />Future Land Use Map, the Town Center North and South neighborhoods are guided the same <br />classification. By separating the NR-3 and NR-4, the City is able to add more specificity to <br />these areas as to the future housing infrastructure types that may be considered similar to a
