The total combined acreage of Town Center North and South is 27.4 acres <br />that is currently guided as both NR-3 and NR-4. Under the proposed, the future land use <br />map would be amended to reflect 18.7 acres as NR-3 and 8.7 acres as NR-4. Additionally, <br />the southwest corner of the Subject Property would be reguided from Flex Office to NR-3 <br />(i.e. 21 acres) and NR-4 (i.e. 11.4 acres). It should be noted that on the west side of TCAAP <br />that the northern 9.5 acres of Flex Office would remain unchanged. The images below <br />illustrated the proposed amendments. Chapter 6, Section 6.4.10, Development Capacity and Net Residential Density <br /> <br />As part of the JDA terms in consideration of up to 1,960 units, the TCAAP/Rice Creek <br />Commons future development would have a stated metric of ensuring that up to 20% of the <br />housing units in the development are affordable at 60% of Area Median Income. The City is <br />proposing amendments in Chapter 6 to memorialize this criteria and further reinforce the <br />desired Housing goals and policies under Chapter 7 to “Promote the development of a variety <br />of housing options by preserving and increasing high-quality housing opportunities that are <br />suitable for a mix of ages, incomes and household types.” Met Council states that <br />communities must guide a sufficient amount of land at minimum densities to provide <br />opportunities for affordable housing to be developed. The Affordable Housing Allocation as <br />set by Met Council for Arden Hills between 2021-2030 is a total of 373 units. It was further <br />anticipated as part of the development of the 2040 Comprehensive Plan that the TCAAP <br />development would largely provide for those units with a projection of 334 units. <br /> <br />The proposed comprehensive plan text amendment language identified in red italic font is <br />as follows: <br /> <br /> <br />Proposed 2040 <br /> <br />Current 2040 <br />Town Center <br />North and South <br />Flex <br />Office/Southwest
