Page 16 of 19 <br /> <br />Public Works Director/City Engineer <br />The Public Works Director/City Engineer is currently reviewing the plans. Draft conditions at a <br />minimum have been included on standard PW/Engineering permit requirements. <br /> <br />Fire Marshal <br />The Fire Marshal is currently reviewing the plans. Initial comments were that hydrant locations <br />need to be reviewed as well as site circulation since the site plan does not include a bypass lane <br />from queuing areas. No additional conditions have been included at this time. <br /> <br />Ramsey County <br />Ramsey County is currently reviewing the plans. No additional conditions have been included at <br />this time. <br /> <br />Findings of Fact <br /> <br />The Planning Commission must make a finding as to whether or not the proposed application <br />would adversely affect the surrounding neighborhood or the community as a whole based on the <br />aforementioned factors. Staff offers the following findings for consideration: <br /> <br />1. The property located at 3737 Lexington Avenue N. and 1133 Grey Fox Road is <br />designated for Commercial uses on the 2040 Comprehensive Plan. <br />2. New building construction or site modification identified requires the submittal of a Site <br />Plan Review application prior to construction. <br />3. For proposals for new construction, redevelopment of a site, and significant <br />modifications to existing sites a PUD is required. <br />4. The PUD process allows for flexibility within the City’s regulations through a negotiated <br />process with a Developer. <br />5. The Applicant has proposed a Master and Final Planned Unit Development for a phased <br />development consisting of two separate one-story carwash tunnel buildings, one <br />approximate 5,800 square foot exterior drive-through carwash and one approximate 5,300 <br />square foot interior drive-through carwash that will function as a single entity on the <br />Subject Property. <br />6. The Applicant has proposed a phased development plan with Phase I referred to as the <br />Exterior Carwash to be constructed following the land use approvals herein and Phase II <br />referred to as the Interior Carwash to be constructed approximately three (3) to (5) years <br />later. <br />7. The Master and Final Planned Unit Development generally conforms to the requirements <br />of the City Zoning Code and design standards. <br />8. Where the plan is not in conformance with the City Code, flexibility has been requested <br />by the Applicant. <br />9. Flexibility through the PUD process has been requested in the following areas: <br />landscaping, setbacks, building materials, transparency, lighting, pedestrian and bicycle <br />circulation, drive-through facilities, and signage. <br />10. A public hearing for a Preliminary Plat, Master Planned Unit Development, Final <br />Planned Unit Development, and Conditional Use Permit request is required before the <br />request can be brought before the City Council. <br /> <br /> <br /> <br /> <br />
