South Tower Improvements <br />Memorandum <br />December 11, 2023 <br />Page 7 <br />Potential Grant Funding <br />Possible funding options were reviewed for the project are discussed below. <br />Ramsey County administers the Urban Area Security Initiative (UASI). This program provides funding to enhance <br />regional preparedness and capabilities in designated high -threat, high -density areas. The security improvements <br />portion of the project may qualify for the grants funded through UASI. Funding applications are due in January <br />2024. <br />Small Cities Development Program, administered by the Minnesota Department of Employment and Economic <br />Development, helps cities and counties with funding for housing, public infrastructure and commercial <br />rehabilitation projects. Application process opens in August typically, and awards are completed in April of the <br />following year. <br />Although not a grant, another source of funding is the Drinking Water Revolving Fund (also called the Drinking <br />Water State Revolving Fund). It helps communities build drinking water storage, treatment and distribution <br />systems that comply with standards in the Safe Drinking Water Act. Administered jointly by the Minnesota Public <br />Facilities Authority and the Minnesota Department of Health, the fund provides below -market -rate loans to <br />upgrade and construct public drinking water systems. Applications are due in the spring each year and selections <br />finalized typically around September. <br />Opinion of Probable Cost <br />The estimated opinion of probable cost (EOPC) for the project is $379,440. The EOPC was developed using information from similar projects and the consulting team's experience <br />and judgment. The EOPC will change as more information becomes available and the level of design detail is <br />refined. <br />1 <br />
