project should be roughly, $18,000 in design fees and $12,000 in construction administration <br />fees, resulting in an estimated $35,000 total engineering services. <br />The CDBG program through Ramsey County typically has $1.2-$1.6 million to allocate. The <br />program does not require a City match, there is no limit to the amount the City can request and <br />the funds could cover the full construction estimate amount and all engineering fees (although <br />not retroactively), if desired. <br />There are two options the Council should consider with the CDBG program: the first is applying <br />for CDBG to cover all engineering and construction costs resulting in a 2025 construction <br />timeline, or the City paying for the design engineering cost and applying for construction cost <br />and construction admin cost resulting in a 2024 construction timeline. Below are anticipated <br />project timelines. <br />Utilize CDBG funds to cover construction and all engineering costs (except application fee): <br />• February 2024 — CDBG funding solicitation opens <br />• March 2024 — CDBG application submittal <br />• May 2024 — anticipated CDBG results announced <br />• May — July 2024 — assumed CDBG award / agreement / approvals <br />• September 2024 — start of design work <br />• February 2025 — Project bidding <br />• April 2025 — Award construction contract for 2025 construction <br />`Shovel Ready' option, CDBG funds would cover construction costs and construction admin: <br />• January 2024 — start of design work <br />• February 2024 — CDBG funding solicitation opens <br />• March 2024 — CDBG application submittal <br />• May 2024 — anticipated CDBG results announced <br />• May — July 2024 — assumed CDBG award / agreement / approvals <br />• July 2024 — Project bidding <br />• August 2024 — Award construction contract for Summer/Fall 2024 construction <br />Additional staff input, the `shovel ready' option would increase the competitiveness of the grant <br />application (per discussions with Ramsey County) at a relatively low cost for engineering <br />services for design of $18,000 and it would put the project in position to be constructed in 2024. <br />With either option, if the City is not awarded the CDBG funds, staff will bring the item back to <br />Council for discussion to receive direction on project. <br />Budget Impact <br />Within the proposed 2024-2028 CIP (Attachment A), the Arden Manor Hardcourt is budgeted at <br />$160,000 as seen in the table below: <br />CDBG Funds $ 110,000.00 <br />PIR - Parks $ 50,000.00 <br />Total $ 160,000.00 <br />Page 2 of 3 <br />
