<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />MAY 28, 2002 <br /> <br />10 <br /> <br />. <br /> <br />developing a comprehensive land use and infrastructure plan for the property was <br />consistent with the land transfer process, Staff recommended the Request for <br />Qualifications process is used to select a TCAAP land use and infrastructure <br />consultant. <br /> <br />Mr. Parrish explained the City had looked at partnering with the University of <br />Minnesota's Design Center for the American Urban Landscape to conduct a <br />"Community Dialogue" regarding the reuse of TCAAP. He stated they were <br />currently scheduling Thursday, June 6, at 7:00 p.m. for the first Community Open <br />House. <br /> <br />Mayor Probst urged Council to move forward with staffs recommendation and get <br />a consultant on board to assist the City with this plan. <br /> <br />Council Member Aplikowski asked if this process would help the City come up <br />with a reasonable expectation of their vision. Mayor Probst stated this was what it <br />was designed to do, <br /> <br />. Mr. Parrish replied the City would manage the planning process and this would <br />incorporate the Community's vision. <br /> <br />Council Member Grant stated it made good sense to hire an infrastructure <br />consultant at this time, He requested an economic impact assessment be prepared <br />to ensure the existing residents and business ovmers were not subsidizing the <br />TCAAP development. <br /> <br />Council Member Rem inquired about the aggressiveness of the schedule. Mr. <br />Parrish replied they could evaluate other options if a Council Member wanted to <br />participate on the interview panel, but given the time constraints, they put this on <br />the staffs level. <br /> <br />Council Member Rem indicated she was hesitant to move forward on such an <br />aggressive schedule. <br /> <br />. <br /> <br />Council Member Larson stated it was important the City get their planning in place <br />as soon as possible. He requested they look at planning a broader portion of <br />TCAAP other than just the portion being currently released. He stated it was <br />important to know what was going to be planned for the entire property, even if the <br />
