<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />MAY 28, 2002 <br /> <br />7 <br /> <br />. <br /> <br />Council Member Larson asked if Mr. Gosemd also owned the lot directly to the <br />south, Mr. Gosemd replied he did own it and it was his intent to possibly develop <br />that at some point in the future, He indicated that piece of property already had its <br />own curb cut. <br /> <br />Council Member Rem asked if the Planning Commission had the drainage plan at <br />their meeting, Mr. Parrish replied they did have the plan, but at that time, a field <br />inspection had not been conducted subsequent to the Planning Conunission <br />meeting, The City Engineer has conducted a field inspection, <br /> <br />Mayor Probst spoke in favor of the Planning Commission's position. He stated this <br />plan was very similar to the previous plan that had been submitted. He stated if <br />they approved this, he was concerned that the adjacent site would also have a <br />similar plan, and he could not support this as it was presented. He expressed <br />concern regarding the flag lots that were being created. He urged the Council to <br />support the Planning Commission's position. <br /> <br />. <br /> <br />Mr. Gosemd stated if they did put a street and cul-de-sac on the property, they <br />could probably only get two lots out of the land. <br /> <br />Council Member Aplikowski stated creating another flag lot was not unusual in the <br />City and they mostly came about because of actions of previous event. She <br />expressed concern about the 14- foot width driveway, but she stated this would not <br />stop her from approving this plan. <br /> <br />MOTION: Council Member Aplikowski moved and Council Member Grant <br />seconded a motion to approve Case 02-07, Goserud Preliminary Plat <br />and variances. <br /> <br />. <br /> <br />Scott Colson, 1321 Wyncrest, stated he was against this proposal. He indicated this <br />would have a negative impact to him and his neighbors. He stated this was not a <br />good proposal. He indicated the neighbors were unified against doing this. He <br />objected to the road running along his back property line. He stated there was a <br />drainage issue on his property. He indicated ponding occurred on the back of his <br />property whenever there was a hard rain, and adding concrete for a road would not <br />improve that condition. He stated there were ample opportunities to subdivide this <br />property when the rest of the subdivision occurred and now was not a good time <br />for this proposal. He indicated everything was already set in place in the <br />
