<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL WORK SESSION MINUTES <br />JULY 15, 2002 <br /> <br />2 <br /> <br />The City Council agreed that the annual "Day in the Park" event continue in 2003. <br /> <br />2.B TCAAP Update <br /> <br />Mayor Probst invited questions from the Council and staff concerning the latest <br />TCAAP developments, <br /> <br />Administrator Lynch defined the teams as - Centex, Ryan, Rehbein (CRR), Ehlers <br />as the financial team, staff, and finally, the City Council. He also invited <br />comments and questions regarding the trip he and the Mayor will travel to <br />Washington D,C. July 16 & 17 to meet with several TCAAP related entities. <br /> <br />Director Panish explained that a comprehensive flow chart would be presented at a <br />subsequent meeting. <br /> <br />The COlillcil and staff discussed concerns presented by Attorney Filla including <br />liability to exposure to environmental clean up, Metropolitan Council input, <br />process of the transfer between the government/city/developer. Attorney Filla <br />stated the City's goals and the developer's goals must be similar within the scope <br />of the agreement. <br /> <br />Bart Rehbein stated the CRR would review its long term budget and stressed the <br />developers desire to rnove ahead in a nonadversarial manner. He noted that if the <br />process were terminated, CRR would expect some compensation. <br /> <br />Mayor Probst stated at the July 29, 2002 Council meeting, Attorney Filla should <br />provide a final draft interim development. <br /> <br />Dave Hamernick, National Guard, advised the developer to follow EP A guidelines <br />regarding the clean up, He requested staff provide him with information <br />concerning Resolution 02-14, stating the conditions had changed. <br /> <br />3.A Finance <br /> <br />Accountant Post presented an overview of the 2002 revised budget. He said he <br />would provide additional information at a subsequent meeting, and would discuss <br />
