He also reviewed the <br />cyclical utility billing procedure. <br /> <br />4.A Operations & Maintenance <br /> <br />Engineer Brown requested Council comments on the 2004-2005 PMP and 5-year <br />CIP as found in the memorandum to Council dated July 10, 2002. <br /> <br />Mayor Probst reminded the Council and staff that the City newsletter should <br />contain notification to residents of the anticipated expenditures for the five year <br />Pavement Management Plan, <br /> <br />Director Moore noted the upcoming presentation on July 18,2002 to the residents <br />of the Ingerson neighborhood, He requested Council's comments concerning the <br />information that would be presented, Engineer Brown reviewed the PowerPoint <br />presentation, and clarified Council comments. <br /> <br />Director Moore explained that staff would create an atmosphere for the residents to <br />be as informed as possible regarding this issue, and requested fell I Council <br />participation and support of the neighborhood meetings, <br /> <br />The Council discussed the idea of whether or not any of them should attend the <br />neighborhood meetings. They agreed that the standards set forth were firm. <br /> <br />Director Moore reported twenty-four generally supportive phone calls from <br />residents, further stating some neighborhood representatives had an equally split <br />opmlOn. <br /> <br />The Council recommended the cost of the project be clearly illustrated to the <br />neighborhood representatives, <br /> <br />5.A Administration <br /> <br />Administrator Lynch said he needed an understanding from the Council regarding <br />procedures when separate requests for information arise, <br /> <br />Council Member Grant explained he requested budgetary information regarding <br />expense increases to operate the new City Hall as opposed to the old facility.
