<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />AUGUST 12,2002 <br /> <br />3 <br /> <br />COLLllcil Mcmber Grant requested a copy of the contract from the Metropolitan <br />Counci I. <br /> <br />Mr. Parrish replied they had not received the contract yet, but when it was <br />received, it would be put on the Consent Calendar and Council would receive a <br />copy. <br /> <br />Council Mcmber Larson requested the Advisory Panel be informed to follow the <br />Vento Planning process, and to make it elear to the Panel Members that the <br />Council was committed to following that Plan. <br /> <br />Council Member Grant recommended inelusion of reprcscntatives from the two <br />U.S. Senators' offices to the Advisory panel also. He rcquested if they were not <br />ineluded in the Advisory panel, then they needed to bc ineluded in the <br />Conununication Plan. <br /> <br />Council Member Aplikowski expressed concern about the timing, expense, and <br />thc steps being taken for a duplicative planning proccss. <br /> <br />Mayor Probst pointed out that they were not duplicating the planning process. He <br />stated the intention was to be reimbursed by the developer for the planning process <br />through the completion of the Development Agreement, but now the planners <br />werc working for the City and not for the developer. He stated this plan would be <br />much more specific than thc Vento Plan, which \vas a general land use plan. <br /> <br />Council Member Aplikowski stated the Council Members were not always <br />informed when the development mcctings were taking place and she expressed <br />concern about that. She stated the Council had not discussed what their visions <br />were for TCAAP and she believed they were moving too fast. <br /> <br />MOTION: Council Member Larson moved and Mayor Probst seconded a motion <br />to authorize statI to execute the Scope of Services Agreement <br />conditioned on the following: <br /> <br />I. Work up to $75,000 is authorized immediately. <br />
