. . . ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES AUGUST 12,2002 3 COLLllcil Mcmber Grant requested a copy of the contract from the Metropolitan Counci I. Mr. Parrish replied they had not received the contract yet, but when it was received, it would be put on the Consent Calendar and Council would receive a copy. Council Mcmber Larson requested the Advisory Panel be informed to follow the Vento Planning process, and to make it elear to the Panel Members that the Council was committed to following that Plan. Council Member Grant recommended inelusion of reprcscntatives from the two U.S. Senators' offices to the Advisory panel also. He rcquested if they were not ineluded in the Advisory panel, then they needed to bc ineluded in the Conununication Plan. Council Member Aplikowski expressed concern about the timing, expense, and thc steps being taken for a duplicative planning proccss. Mayor Probst pointed out that they were not duplicating the planning process. He stated the intention was to be reimbursed by the developer for the planning process through the completion of the Development Agreement, but now the planners werc working for the City and not for the developer. He stated this plan would be much more specific than thc Vento Plan, which \vas a general land use plan. Council Member Aplikowski stated the Council Members were not always informed when the development mcctings were taking place and she expressed concern about that. She stated the Council had not discussed what their visions were for TCAAP and she believed they were moving too fast. MOTION: Council Member Larson moved and Mayor Probst seconded a motion to authorize statI to execute the Scope of Services Agreement conditioned on the following: I. Work up to $75,000 is authorized immediately.
