<br />ARDEN HILLS CITY COUNCIL WORK SESSION MINUTES <br />SEPTEMBER 16, 2002 <br /> <br />3 <br /> <br />. <br /> <br />areas of the City, rather than approve that kind of development as buffers in areas <br />which may not be as pleasing. <br /> <br />Council Member Larson stated he had not been a supporter of the Highway] 0/1- <br />694 area as the solution to the traffic problems, and suggested the City follow the <br />City of Mounds View lead to make it more of a boulevard, rather than a shortcut. <br /> <br />Mr. Benke encouraged participation at the Coalition Summit for an opportunity to <br />share thoughts with neighborhood communities. <br /> <br />Council Member Aplikowski asked if funding for this issue was going to stem <br />from Cities. <br /> <br />Mr. Benke answered that if the Coalition could not manage the outcomes, they <br />would need to scale back on the solutions. <br /> <br />2.B Design Center Final Community Dialogue Presentation -POSTPONED <br /> <br />. 2.C TCAAP Master Planning Advisory Panel <br /> <br />Director of Community Services Parrish presented an overview of the TCAAP <br />Master Planning Advisory Panel. <br /> <br />Mr. John Shardlow said the Advisory Panel does not supercede the Planning <br />Commission, and they were planning on conducting seven meetings. He suggested <br />the Council, as it approached the appointments, think about it as an opportunity to <br />grow in community leadership, and stress the vital educational factor. He noted the <br />process was designed to support the City Council's ideas. <br /> <br />Administrator Lynch stated two groups which could be ineluded in the choices for <br />panel participants were representatives from Northwestern College and Bethel <br />College. He also suggested a representative from the public safety agencies may <br />be appointed, as well. <br /> <br />. <br /> <br />The Council Members suggested appointing representatives from the Arden Hills <br />small business owner community, Audubon Society, Guidant (not an Arden Hills <br />resident) Chamber of Commerce, and Commissioner Bennett. <br />
