<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />NOVEMBER 25, 2002 <br /> <br />5 <br /> <br />. <br /> <br />Todd Mohegan, architect, stated because of the nature of the lease agreement, <br />they had not come to any signage design at this point and would like the <br />opportunity to review that with staff at a future time. <br /> <br />Council Member Larson notcd thcre should not be any access to the drive-in hank <br />off of County Road E, for concern of having too many points of access along <br />County Road E. Mr. He1lcgers replied the access on County Road E was propos cd <br />as a right turn cxit only. However, the applicant had agreed it was not absolutely <br />necessary to havc this access, but it would allow better flow through the parking <br />lot. <br /> <br />Rob Davidson, owncr, stated he had had preliminary discussion with the County, <br />and the County was in favor of the right turn entrance and right turn exit on <br />County Road E. However, the tenant was only proposing a right turn exit. <br /> <br />. <br /> <br />Mr. Mohegan noted the bank wanted the right turn exit to relicve congestion that <br />would happen on the lower portion of the site. He statcd they were willing to <br />work with the County, so a left turn exit or a right turn entrance onto the property <br />would not have to be necessary. He stated they were willing to havc a right turn <br />exit only and would agree to that condition. <br /> <br />Council Mcmbcr Larson stated even with a right turn exit, people would still <br />attempt to take a left onto County Road E, or takc a right out and then, do a U-turn <br />at the light. He noted he believed this plan would work without an access onto <br />County Road E. lIe stated he did not belicve it was a hardship to enter and exit on <br />Pine Tree Drive. <br /> <br />MOTION: Council Member Larson moved and Mayor Probst seconded a <br />motion to approvc Planning Case No. 02-29: The Davidson <br />Companics, Inc., Special Use Permit, 1240 County Road E <br />West with staff recommendations, subject to thc conditions <br />stated in staffs memorandum and subject to an additional <br />condition five that state access would not be permitted on or off <br />County Road E. <br /> <br />. <br /> <br />Mayor Probst asked if Council Membcr Larson wanted the signage issue to come <br />back to the Council, or to have staff handle it. Council Member Larson accepted <br />this as a fricndly amendment, and authorized staff to address the signagc issue. <br />
