<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />NOVEMBER 25, 2002 <br /> <br />6 <br /> <br />. <br /> <br />MOTION: Council Member Grant moved and Council Member <br />Aplikowski seconded a motion to amend Planning Case No. <br />02-29: The Davidson Companies, Inc., Special Use Pennit, <br />l240 County Road E West by substituting language providing <br />for a curb cut on County Road E, if used as a right turn cxit <br />only, with approval from Ramsey County. <br /> <br />Council Member Larson noted he did not agree with the amendment because a <br />curb cut was a decision that the City had a right to grant or deny, and while it was <br />a County street, it was the residents who had to deal with thc additional curb cut. <br /> <br />The amcndment carried (3-2). (Council Member Larson and Mayor Probst). <br /> <br />The main motion as amended carried (5-1). (Council Member Larson). <br /> <br />B. <br /> <br />Authorize distribution ofletter to the GSA and Army. <br /> <br />. <br /> <br />Council Member Rem expressed concern about signing the letter at this time. She <br />stated Representative McCollum had requested a 30 day extension in thc surplus <br />screening for the TCAAP site. She requested this be tabled to a later date. She <br />statcd it was her understanding that they still had timc to act on this. <br /> <br />Mayor Probst stated there was a potential time situation on this itcm and he did not <br />see that the delay of the 30 day screening process had any affcct, but not sending it <br />in could atIcct thc City. <br /> <br />Mr. Lynch noted thcy were rcquircd to respond by December 8, 2002, unless thcy <br />requested an extension. Hc stated they werc aware the City was interested in thc <br />property, but they still needed a letter indicating an early transfer authority. <br /> <br />.John Mink, Glen Rehbein Exeavating, clarified that the 20 day timcline for the <br />City to express a formal interest in the property would bcgin on December 8 and <br />would end on December 27, 2002. He noted this was simply a fonnality and the <br />City could submit thc lcttcr anytime prior to the dcadline. <br /> <br />Council Mcmbcr Aplikowski stated she had a convcrsation with Representative <br />McCollum today in which Rcprcscntativc McCollum requested they not sign thc <br /> <br />. <br />
