The canopy signs are provided to efficiently move <br />vehicles through the pay stations and help keep vehicles flowing and prevent potential backups. <br /> <br />K. Wall Signs – Flexibility Requested <br />Properties in Sign District 5 are allowed wall signs up to 80 square feet. The Applicant is <br />proposing two (2) internally illuminated 57.4 square foot wall signs to be located on the tower, <br />one on each of the north and east elevations. The sign plan also shows an “exit” wall sign on the <br />exit of the car wash tunnel with a sign copy area of 8.4 square feet that would be illuminated. <br />The total proposed wall signage is 123.2 square feet. The signage plans are shown in Attachment <br />G. The sign plan includes two graphic signs. The city code defines a graphic sign as “a sculpture <br />attached to or sign painted directly on a wall that is primarily symbolic or representational in <br />nature and not alpha or numeric in content or copy.” The sign ordinance permits graphic signs in <br />Sign District 5 at a maximum size of up to 25% of wall area and with external illumination. The <br />signage plan shows two 20 square foot graphic signs that are internally illuminated. <br /> <br />L. Drive-Thru Facilities – Requirements to be Reviewed <br />Section 1325.04 of the Zoning Code lists additional requirements for the review of drive-up <br />facilities and automobile service stations. The Subject Property has most recently been used as a <br />drive-up facility. The Applicant is proposing a drive-thru component as part of the car wash <br />design. The Planning Commission as part of the land use application review shall require the <br />following conditions to be met in determining site suitability for a drive-up windows and <br />automobile service stations: <br /> <br />A. The operation consists of one or more drive-up windows and is an integral part of a <br />building containing one or more other allowed uses, or the operation is part of an <br />architecturally unified complex containing two or more businesses using drive-up <br />windows. <br />B. Shared access drives and shared parking are utilized by all such businesses using drive-up <br />windows in said building or complex. <br />C. Only one building or architecturally unified complex containing two or more businesses <br />using drive-up windows will be allowed in addition to one freestanding business using a <br />drive-up window. <br />D. The architecture and the site, grading, circulation, landscaping, screening and signage <br />plans shall unify the appearance and function of the complex or building. <br />E. An architecturally unified complex may consist of one or more buildings on one or more <br />parcels if the intent of providing a unified appearance and function is not compromised. <br />F. The applicant shall submit a circulation plan that demonstrates that the use will not <br />interfere or reduce the safety of non-motorized movements, specifically pedestrian and <br />bicyclists. <br /> <br />Customers enter the Subject Property car wash on the east side of the property and are routed to <br />queue on the west side of the property into three (3) point of sale islands before entering the car <br />wash tunnel. Customers leaving the car wash tunnel are exiting on the east side and oriented to <br />the north with the option to use one of the self-service vacuum stations or to exit the Subject <br />Property. City code states “electronic devices such as loudspeakers or devices, and similar <br />instruments, shall not be located within 50 feet of any adjacent lot regardless of use or zoning <br />district.” The Applicant as part of this application review is not seeking approval of any <br />electronic devices as part of their drive-thru point of sale island design. Customers without <br />unlimited memberships will be served by a customer service representative when they reach the <br />front of the queue. Renderings were provided in their application of payment stations, gate arms, <br />and unlimited membership scanners included as Attachment H.
