<br />. <br /> <br />MEETING MINUTES <br />CITY COUNCIL WORKSESSION <br />MONDAY, MARCH 19,2001 <br />4:45 P.M. - CITY HALL, 4364 WEST ROUND LAKE ROAD <br /> <br />CALL TO ORDER <br /> <br />Acting Mayor David Grant called the meeting to order at 4:49 p.m. Those present <br />included Councilmembers Beverly Aplikowski, David Grant, Gregg Larson and <br />Lois Rem. <br /> <br />Staffpresent included City Administrator, Joe Lynch; City Accountant, Terry <br />Post; Public Works Director, Dwayne Stafford; Planner, Jennifer Chaput; City <br />Engineer, Greg Brown; Recreation Supervisor, Michelle Olson; Parks and <br />RecreationDirector, Tom Moore. <br /> <br />Ferrol Robinson, SRF Consulting. <br /> <br />Mayor Dennis Probst was absent from the meeting with prior notice. <br /> <br />STAFF DISCUSSION ITEMS <br /> <br />. <br /> <br />HIGHWAYS 10/96 AND 1-694 TRAFFIC STUDY <br /> <br />Mr. Robinson gave a report on what has been discussed with Ramsey County and <br />MNDOT. SRF Consulting is asking for suggestions and ideas regarding Hwy. <br />10/96 and 1-694 and potential ways that traffic would flow and be directed <br />comparative to how heavy the traffic flow is for this area. SRF Consulting is <br />hoping to give MNDOT enough information regarding this area for MNDOT to <br />start making decisions as to future plans for I 35W, Highway 10/96, and 1-694. <br /> <br />CASE #00-45. SEMPER (W ALGREENS). COUNTY ROAD E & <br />LEXINGTON AVENUE NORTH. SPECIAL USE PERMIT (SUP)/SITE <br />PLANN ARIANCE/LOTSPLIT <br /> <br />. <br /> <br />It was brought to City Planner Chaput's attention that the Holiday Inn would not <br />have the required greenspace if Walgreen's goes in on the comer. A variance <br />would be required for Holiday Inn and a hardship found to exist. Chaput stated <br />that a decision needed to be made at the next Council meeting and that this case <br />would not go back to the Planning Commission. Chaput will be preparing a <br />memo with the options that the Council has available to them for their next <br />meeting. The memo will also state that her recommendation is to deny the <br />application due to the greenspace issue. Currently if the Council were to allow <br />the application, they would be approving Walgreen's without a variance <br />application from Holiday Inn. <br />
