<br />ARDEN HILLS CITY COUNCIL WORKSESSION - March 19, 2001 <br /> <br />. <br /> <br />PAVEMENT MANAGEMENT PLAN (PMP) <br /> <br />There was a discussion by the staff after the retreat regarding the PMP. <br /> <br />Some issues that Council needs to give direction to staff on includes the <br />following: <br /> <br />Are projects to be approached on a neighborhood or "worst first" basis? <br /> <br />Standards need to be set and an expectation that these standards are followed. <br /> <br />To what extent should ratings include a factor for storm water management in <br />addition to pavement condition ratings? <br /> <br />The urgency for trying to resolve these issues in the near future is to assist staff in <br />preparing the preliminary 2002 budget. <br /> <br />Councilmember Larson believes that if we begin with a plan of reconstructing <br />streets based solely on worst first basis, we would never be able to start working <br />on an integrated drainage system. <br /> <br />. <br /> <br />Councilmember Aplikowski thinks that we should determine first what our goal <br />or program is. Then we need to let the residents know at least a year in advance, <br />giving them time to adjust to it. Councilmember Rem also agreed to the advanced <br />communication to allow us time to resolve issues regarding land ownership, <br />easement, and other details that are usually brought to attention at the beginning <br />of new projects. Councilmember Larson also agreed to the advance notice to a <br />neighborhood, due to prior experience when dealing with a neighborhood project. <br />He believes that if the neighborhood gets involved it will help solve arising <br />problems. <br /> <br />Post noted that it is also more costly to reconstruct roads that do not have drainage <br />systems. It is important to look at this financial reality when deciding how to plan <br />future road projects. <br /> <br />Post proposed that the city include work on non-residential streets that need repair <br />in the pavement management plan. <br /> <br />City Engineer, Greg Brown reminded everyone to browse through the historical <br />sheets and handouts to refresh everyone's memory prior to the next meeting on <br />this subject. <br /> <br />. <br /> <br />Councilmember Grant left at 6:47 p.m.; at this time Councilmember Larson took <br />over as Acting Mayor and asked to table this discussion until all the <br />Coucilmembers could be present. <br />
