<br />. <br /> <br />. <br /> <br />. <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />JUNE 11, 2001 <br />7:30 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the regular <br />City Council meeting at 7:36 p.m. <br /> <br />Present: <br /> <br />Mayor Dennis Probst, Councilmembers Beverly Aplikowski, David Grant, <br />Gregg Larson, and Lois Rem. <br /> <br />Absent: <br /> <br />None. <br /> <br />Also present were City Administrator, Joe Lynch; City Attorney Jerry Filla; Parks & <br />Recreation and Interim Public Works Director, Thomas Moore; and Recording Secretary, <br />Nancy Czajkowski. <br /> <br />APPROVAL OF MEETING AGENDA <br /> <br />MOTION: <br /> <br />Councilmember Aplikowski moved and Councilmember Larson seconded a <br />motion to adopt the agenda for the June 11, 2001, regular City Council meeting. <br />The motion carried unanimously (5-0). <br /> <br />Public Informational Meeting - Lake Johanna Residents <br /> <br />Mr. Lynch explained that Chapter 12 of the City Code deals with lakes and specifically Lake <br />Johanna. He noted one section requires a zone 250 feet from the shore to be marked by buoys. <br />He added at present there are no buoys in place. <br /> <br />Mr. Filla noted if the city changes anyone of these regulations the changed sections have to be <br />consistent with state law, but the city is not required to change all ofthe sections. He added the <br />city does not have liability because of failure to place buoys, but should not have a regulation <br />that is not enforced. <br /> <br />The Council asked for public comments. Members of the public raised the following concerns: <br />unsightliness of the buoys, the designated zone would be unsafe due to the intense concentration <br />of boats, due to the shallow center of the lake there would be little room left for boats to pass <br />safely, the designated areas would take away 40% of the usable surface area, and the buoys <br />would be a danger at night to pontoon boats. A suggestion was made to allow people to mark <br />their swimming areas. <br /> <br />Discussion followed by the Councilmembers. There was support for requiring repeal of the <br />section requiring buoys. <br />
