The motion carried unanimously (5-0).

Adopt Resolution 95-38. Approving the Plans and Specifications and Orderin'l the
Advertisement for Bids for the Development of Charles Perry Park.

City Administrator Fritsinger indicated the Parks & Recreation Committee has bad two meetings
with the residents surrounding Perry Park. The current plans and specifications have taken the
suggestions and concerns of the residents into consideration. The residents are excited for and
supportive of the proposed improvements.

Mr. Fritsinger indicated with the addition of Park Fund money there has been $322,000 committed
to the project.

Engineer Stonehouse reviewed the plans and specifications of the improvements using overhead
transparencies.

Mayor Probst inquired as to the ten foot fence. Mr. Stonehouse noted the location of the fence in
right field. Councilmember Keim commented that the umpires will observe if any concerns arise
regarding the fence and if it should be higher to prevent having balls falling onto private property.

Councilmember Malone expressed concern that all alternatives for cost cutting measures have been
explored. He asked if there is any portion of the project where expenses could be reduced to meet
the funds available.

Councilmember Malone indicated when the project was first proposed in February 1994 the cost was
estimated at $377,000; then in May 1994 the cost was $400,000 and a Grant was applied for; in July
1994 the cost was $400,000 with the contribution of the City to match the Grant estimated at
$200,000. Currently the cost is estimated at $362,750, although that is substantially less than the
$450,000, as noted in recent memo's it is not much less than $377,000. Councilmember Malone
feels additional funding should be sought before proceeding.

Councilmember Malone mentioned that the project originally was contingent on funding, he
believed improvements should be made based on the funds available.

Councilmember Aplikowski inquired if it would be more economical to move the lights towards the
lighted hockey rink. Mr. Stonehouse indicated there would not be a great deal of savings.

Ms. Megan Rieke, 1510 Arden Vista Court, a member of the Parks & Recreation Commission
indicated the residents have requested lighting in the parking lot for security. Councilmember Keim
added the Sheriffs department also has requested lighting in the parking lot.
