I
I.
I
I
I
I
I
I
I
I-
I
I
I
I
I
I
I
I-
I

,ARDEN HILLS CITY COUNCIL - MAY 30, 1995

9

Ms. Ricke indicated some of the contributors sought have not yet responded to grant applications
and she felt confident there would be additional contributions.

Discussion was held on various costs and funding measures.

Ms. Ricke indicated $72,000 has been raised just since the beginning of the year and fund raising
continues.

Ms. Ricke indicated the City actua1ly makes a sizable revenue from the ball fields. She indicated
waiting to proceed with the improvements would result in the loss of another season and its
revenues.

Mayor Probst supported moving forward. He did not feel it was inappropriate to use storm water
management funds, and felt it was an appropriate investment.

Councilmember Aplikowski expressed concern with advertising for bids although she supported the
project. She felt more information regarding costs could be gathered.

Councilmember Malone questioned if the funds available could be invested in a more appropriate
manner.

Further discussion was held regarding cutting expenses.

Mr. Stonehouse indicated alternate bids could be made available.

Mayor Probst also suggested a revision to the third Whereas in the Resolution to state "Whereas, the
project is contingent upon receiving favorable bids to match funding available for this project and
approval of the City Council of Arden Hills to proceed."

MOTION: Aplikowski moved and Keim seconded a motion to adopt Resolution 95-38,
Approving the Plans and Specifications and Ordering the Advertisements for Bids
for the Redevelopment of Charles Perry Park as revised.

Councilmernber Hicks inquired if there could be options available, regarding lighting or irrigation,
noted in the bids. Mr. Stonehouse indicated the best way to do that is with a base bid for the total
project with alternates, noting without lighting, and without irrigation.

Councilmember Hicks requested information regarding the mechanics of ballfield cosmetics,
including irrigation systems, seeding vs. sodding, etc., from other communities in the surrounding
area.
