The motion carried unanimously (4-0). <br /> <br />ADOPT RESOLUTION 95-15: ORDERING FEASffiILITY REPORT FOR 1995 <br />SEALCOAT. OVERLAY AND RECONSTRUCTION PROJECTS. <br /> <br />Superintendent Winkel reviewed the memo regarding 1995 Pavement improvements. <br />Superintendent Winkel noted the Council should be aware that Stowe Avenue is also included <br />in this Feasibility study. He indicated it is important to include Stowe Avenue in the Feasibility <br />Study at this time if a project is to be completed on that street this year. <br /> <br />Superintendent Winkel reviewed the streets proposed for improvements. He indicated staff will <br />have a presentation ready for the Public Hearing on all of these streets. He noted the presentation <br />will include a description of the pavement management program outlining how all of the streets <br />are rated. <br /> <br />Mayor Probst inquired if there are sources to cover the costs of including Stowe Avenue, between <br />Lake Johanna and New Brighton Rd., in the 1995 improvements. Superintendent Winkel <br />indicated there are sources, unless the County Road F improvement project would be higher than <br />estimated. In that case, there may be less available for Stowe Avenue. <br /> <br />Mayor Probst indicated if it would mean completing improvements on Stowe Avenue, he would <br />prefer less overlay on some other streets. He believed the improvements on Stowe were a higher <br />priority. <br /> <br />Councilmember Malone indicated concern that Hamline Avenue was in need of repairs. <br />Superintendent Winkel agreed, and inquired if Council would like :Horn line to be included in the <br />Feasibility Study, or if due to the issue of the County tumback, the City would prefer to wait. <br /> <br />Councilmember Malone indicated he would prefer to see the improvements made in order to <br />maintain the road. Councilmember Malone stated it is important to maintain the road now so <br />as to avoid more costly repairs in the future. <br /> <br />Superintendent Winkel then requested the Council consider amending the Feasibility Study to <br />include Hamline Avenue. <br />
