<br />I <br />I. <br />I <br />I <br />I <br />I <br />. <br />. <br />. <br />.- <br />. <br />. <br />. <br />. <br />I <br />. <br />. <br />.e <br />. <br /> <br />MINUTES <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />FEBRUARY 27,1995 <br />7:30 P.M. - NEW BRIGHTON CITY HALL <br /> <br />CALL TO ORDER/ROLL CAT T <br /> <br />Pursuant to due call and notice thereof, Acting Mayor Paul Malone called to order the <br />regular City Council meeting at 7:30 p.m. <br /> <br />Present: <br /> <br />Acting Mayor Paul Malone; Councilmembers Beverly Aplikowski, Dale <br />Hicks, and Susan Keim. . \ <br /> <br />Absent: <br /> <br />Mayor Dennis Probst. <br /> <br />Also present were: Clerk! Administrator, Brian Fritsinger; Public Works Superintendent, <br />Dan Winkel; Parks and Recreation Director, Cindy Walsh; City Attorney, Jerry Filla; <br />City Engineer, Greg Stonehouse and Recording Secretary, Ruth McLaurin. <br /> <br />ADOPT AGENDA <br /> <br />MOTION: Aplikowski moved and Hicks seconded a motion to adopt the agenda for the <br />February 27, 1995 City Council meeting as presented. The motion carried <br />unanimously (4-0). <br /> <br />PUBLIC HFARTNG FOR COUNTY ROAD F IMPROVF.MFNT PROJECT <br /> <br />Acting Mayor Malone briefly explained to the audience the procedure of a public hearing. He <br />indicated there would be three ways in which the meeting would be recorded: by video, audio <br />and manually by the recording secretary. He instructed the audience, for accurate recording of <br />the meeting, to please use the microphone when asking questions. <br /> <br />Acting Mayor Malone then asked the City Administrator if the proper legal notices had been <br />made. Superintendent Winkel indicated the required legal notices were published in the :Elli;m <br />Newspaper on February 7, 14, and 21, 1995. Written notices were also mailed to all affected <br />property owners. <br /> <br />Acting Mayor Malone opened the public hearing at 7:38 p.m. <br /> <br />Acting Mayor Malone indicated the procedure when improvements are made in the City. First, <br />a Feasibility Report/Study is ordered by the City Council after requested by staff. Second, a <br />Public Hearing is held for public input. Third, an Assessment Hearing is held to establish and <br />assign assessments for the improvement. <br />
