He indicated the <br />City and County have been negotiating a road turnback for the last several years. The City <br />requested a tumback from the County in order to do additional improvements to the road and <br />sewer. The road is now a City street. <br /> <br />Superintendent Winkel noted, once the road is rebuilt, he feels the road would last with the City <br />properly maintaining it. <br /> <br />Consulting Engineer, Mr. Greg Stonehouse, reviewed the proposed improvements. Mr. <br />Stonehouse indicated the description and cost of the project. He noted with the notable traffic <br />issue in front of the Mounds View High School and Ryder Student Transportation bus terminal, <br />a three lane road is proposed, including a turning lane. He indicated this would provide for a <br />safer traffic flow. <br /> <br />Mr. Stonehouse indicated storm water drainage pipe oversizing was being proposed to help <br />alleviate drainage problems that have occurred in the past. <br /> <br />Mr. Stonehouse noted the estimated total cost of the improvement would be $1,226,000. He <br />indicated there are variables as to the financing of the improvement. He stated funding would be <br />available from the County of approximately $400,000. Mr. Stonehouse indicated through <br />assessments approximately $260,000 could be obtained, the breakdown of which would be for the <br />residents: $32 per front foot; for commercial: $47 per front foot; for tax exempt $67 per front <br />foot. He continued to note the Minnesota State Aid roadway funds would be available. The <br />Storm Sewer Maintenance fund would have approximately $180,000 available. Also, the City <br />Water fund would generate approximately $140,000 for the improvement. <br /> <br />Mr. Stonehouse indicated a schedule for the project, beginning with the Public Hearing on <br />February 27, 1995; with the opening of bids on March 30; the assessment hearing on April 24; <br />beginning construction on June 15; and final construction completion on September 30,1995. <br /> <br />Mr. Stonehouse inquired if there were any questions he could answer at this time. <br /> <br />Mr. John Stenglein of 1785 West County Road F, he asked if there were specific MN DOT <br />specifications for the final wear course of blacktop for this road construction, that were used. Mr. <br />Stonehouse indicated 41A, was used. Mr. Stenglein inquired if he thought that was sufficient for <br />the heavy bus use. Mr. Stonehouse felt comfortable with that construction. <br /> <br />Mr. Stenglein indicated since 80% of the traffic is from the buses, that they should be assessed for <br />a greater portion of the improvements. <br />
