AGENDA ITEM — 3E <br />'It <br />EN HILLS <br />MEMORANDUM <br />DATE: January 8, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Jessica Jagoe, Community Development Director <br />SUBJECT: PC 23-018, Donald Wahlberg — Zoning Code Amendments — Ground Mounted <br />Solar Energy Systems in R-1, R-2, R-3, NR-1, NR-2, and NR-3 Residential Zoning <br />Districts <br />Budgeted Amount: <br />N/A <br />Council Should Consider <br />Actual Amount: <br />N/A <br />Funding Source: <br />N/A <br />Council should discuss and provide direction on draft ordinance language for ground -mounted <br />solar energy systems in residential zoning districts. <br />Background <br />On November 27, 2023, the City Council reviewed Planning Case 23-018 from Mr. Wahlberg for a <br />request to amend city ordinances to allow for ground -mounted solar energy systems in residential <br />zoning districts. The Council tabled action in order to provide an opportunity for Council to speak <br />with Planning Commissioners and city staff on the proposed language and to bring this item back <br />to a future work session meeting for additional discussion. <br />Based on discussions with Councilmember Monson, city staff has included two draft ordinances <br />for Council review. Attachment A removes screening requirements entirely and Attachment B is a <br />modified version of screening requirements.
