VEN
SRF 14320.PP
February 1, 2021
Todd A. Blomstrom, P.E.
Public Works Director / City Engineer
City of Arden Hills
1245 Highway 96 West
Arden Hills, MN 55112
Subject: Proposal for Professional Services for Mounds View High School Trail Improvements
(PW-21-0105)
Arden Hills, Minnesota
Dear Todd Blomstrom:
Based on your request, SRF Consulting Group, Inc. (SRF) is pleased to submit this proposal to
provide professional services for a proposed trail along Lake Valentine Road from (Mounds View
High School (MVHS) east to Crystal Avenue, connections to an existing trail along Lake Valentine
Road between Crystal Avenue and Snelling Avenue and proposed trail along Snelling Avenue from
Lake Valentine Road south to County Road E2. Trail will be 8 to 10-feet wide and is proposed to
be behind the curb with ADA ramps, retaining walls and storm sewer.
Scope of Services
We propose to carry out the work ("Scope of Services"), set forth in Attachments B and C, attached
hereto and incorporated into this Agreement.
Assumptions
Assumptions regarding existing wetlands:
• There is a wetland basin northwest of the County Road E2/Snelling Avenue North
intersection; appears it is far enough away from the road that it will not be impacted by the
project.
• There is a storm pond in the park southwest of the Snelling Avenue North / Lake Valentine
Road intersection. It appears to have been constructed around 2013, so there should an
incidental determination for it. Also, it might be far enough out that it would not be
impacted anyway.
• There is storm pond/drainage feature at the south edge of the park (near the tree line) that
appears to have been expanded at the same time the storm pond to the north was
www.srfconsuIting.com
3701 Wayzata Boulevard, Suite 100 1 Minneapolis, MN 55416-3791 1 763.475.0010
Equal Employment Opportunity /Affirmative Action Employer
