The proposed development seeks flexibility under the Planned Unit Development from the general <br />district provision requirements for the canopy over the four entry lanes to the exterior carwash <br />building along Grey Fox Road. The Applicant has stated in their narrative that this will allow <br />customers and staff to interact in a covered environment. The Applicant notes flexibility under <br />the PUD allows for a substantial investment in environmental remediation and redevelopment of <br />the Property and further supports the City's Comp Plan vision for the "Red Fox/Grey <br />Fox/Lexington Avenue Business Area" by reducing traffic congestion, combining access points, <br />and investing in redevelopment of a functionally obsolete site. There are additional flexibilities <br />that will be reviewed later in this report. <br />2. Design Standards - Section 1325.05 and 1325.055 <br />A. Building Positioning — Meets Requirements <br />Section 1325.05 Subd. 8, E of the Arden Hills City Code states "at least fifty percent (50%) of <br />the largest building on each site shall be constructed at the front setback line." The Applicant is <br />proposing a staged development with two separate one-story carwash tunnel buildings, one <br />approximate 5,800 square foot exterior drive -through carwash and one approximate 5,300 square <br />foot interior drive -through carwash. On a corner lot, the shortest street lot line shall be the front <br />lot line (i.e. Lexington Avenue). On a corner lot, the longest street lot line shall be a side lot line <br />(i.e. Grey Fox Road). Exterior Materials — Flexibility Requested <br />At least seventy-five (75) percent of the exterior building materials should be made of brick <br />masonry, tile masonry, natural stone or its synthetic equivalent, decorative concrete plank, <br />transparent glass or any combination thereof.
