visible corner moldings and trim when used on exterior walls. Undesirable materials include <br />simulated brick, vinyl or aluminum siding, sheet or corrugated metal siding, plain concrete blocks <br />or panels, brightly colored metal roofing or canopies, pre -cast tilt -up walls, and mirrored or <br />reflective glass. Building colors shall be muted. Recommended colors include browns, grays, tans, <br />beiges, and dark or muted green, blues, and reds. Bright or brilliant colors and sharply contrasting <br />colors may be used for only accent purposes occupying a maximum of five percent (5%) of <br />building facades. <br />The Applicant is proposing to construct the two buildings of similar materials. The City Council <br />should evaluate the architectural style and building character based on the quality of its design and <br />on its relationship to its surroundings. Site characteristics to be evaluated for this purpose include, <br />but are not limited to, building and landscaping materials, colors, textures, shapes, massing, <br />building components, height, roof -line, and setback. Following the Planning Commission review, <br />the Applicant revised the interior carwash building design to include a tower to match the exterior <br />carwash building. The Applicant states this will create a more uniform site design. A full plan set <br />of building elevations for both buildings is included as Attachments E and F. Planning Staff has <br />provided the review below on building materials for both buildings as shared by the Applicant in <br />order for the City Council to garner a better understanding of the full scope of their project design. <br />Building Materials — Flexibility Requested <br />The proposed building elevations consist of brick masonry, limestone, transparent glass, spandrel <br />glass, and metal panels and trim. The Applicant has not met the 75% threshold with desired <br />materials on all four elevations between calculating the use of the brick masonry and transparent <br />glass. The metal panels and spandrel (i.e. opaque) glass have been calculated separately as <br />"other accent or decorative" materials. <br />Planning Staff has identified the use of spandrel glass since it is not transparent as a request for <br />flexibility under the PUD for building materials and transparency requirements. The Applicant <br />provided a material board as part of their submission. The Applicant should confirm if the <br />stainless steel metal panels will have a matte finish. The other two metal accent materials were <br />provided in a matte finish. A combination of transparent and opaque glass is proposed on three <br />elevations. Then opaque glass only would be featured on the north elevation of the exterior <br />carwash building as well as the east elevation of the interior carwash building. Both buildings <br />have a variation in rooflines as viewed from the side elevations (i.e. north and south). The <br />exterior carwash building includes a detached canopy and tower in the building design. The <br />tower is positioned to be prominent on the east elevation facing Lexington Avenue and then the <br />detached canopy is positioned off of the south elevation towards Grey Fox Road.
