Lighting — Flexibility Requested <br />The Zoning Code requires exterior lighting to be consistent in type, design, scale, and color to <br />create unity in the Districts. Exterior lighting for parking lots and buildings shall not be excessive <br />and shall be directed at their intended purposes. Any light or combination of lights shall not cast <br />light that exceeds a meter reading of one foot candle on the travel lanes of adjoining public streets <br />or 0.4 foot candles on adjoining residential property. <br />The proposed plan includes under -mounted lighting on the canopy adjacent to the exterior carwash <br />building and freestanding lights of varying heights up to 22' poles throughout the site. The lighting <br />plan does not refer to wall -mounted lights for either building, but the architectural plans show <br />decorative wall sconces. The proposed lighting is consistent with the use and the surrounding area. <br />The Applicant has submitted a photometric plan that identifies the types of light fixtures and <br />quantities. The Subject Property is not adjacent to a residential property. However as shown on <br />the photometric plan, the lumen levels along the north property line do exceed 0.4 foot candles in <br />a few instances. Additionally at the access entrance along Grey Fox Road, the lumen levels range <br />from 1.7 to 2.5 foot candles on the travel lane. As a condition of approval, all lighting shall be <br />downward directed shoebox style with flush lenses. Details about the proposed lighting are found <br />in Attachment G. <br />Planning Staff will add that the Applicant has not requested any type of accent pinstripe of exterior <br />tube lighting around the building or illumination of the carwash tunnel that would be visible to the <br />roadway. These forms of illumination were not included on the photometric plan or as part of the <br />building elevation review. These forms of lighting and building design have not been included in <br />this review and would not be approved under this application. <br />D. Screening and Fencing — Meets Requirements <br />Screens and fencing help minimize adverse impacts of public nuisances, such as noise. There is <br />one trash enclosure/storage enclosure proposed for the Subject Property along the north property <br />line. This fully enclosure building will be constructed of materials consistent with the building <br />design (i.e. brick and limestone) on all four elevations and meets setback requirements.
