the building will be the trash enclosure and the second half will include an exterior storage area. <br />That outdoor storage area is intended to be a secure location for lawn maintenance equipment, <br />snow removal equipment, salt storage, and materials for upkeep of the exterior vacuums. The <br />north elevation of the enclosure will feature a metal trash enclosure gate and a metal door for <br />accessing the storage area. <br />The Applicant has shown on the architectural plans that the carwash buildings will have screening <br />of the rooftop mechanical equipment. Staff recommends including a requirement screening of any <br />rooftop equipment be constructed and located so as to completely screen them from view of <br />adjacent streets as a condition of approval. <br />Under Section 1325.04, Subd, 2 applicable to drive-thru facilities, the City requires a suitable <br />screening fence shall be erected along all property lines except those which are also public right- <br />of-way lines. Said fence shall be of a type and design approved by the Council. Since the Planning <br />Commission review, the Applicant has modified this portion of their application to include <br />installation of a fence along the north and western property lines. The plans show the fence labeled <br />as "screen fence." The proposed fence height or material was not included in the revised plans. <br />The City Council should discuss if there is a preferred material for fencing as part of this <br />development review. Future fencing would be subject to applicable design standards as verified <br />through issuance of a zoning permit prior to installation. <br />E. Landscaping — Flexibility Requested <br />The Applicant has stated in their updated narrative that the landscaping plan has been amended to <br />provide for a total landscape lot area of 45% and the addition of two trees. Staff reviewed the <br />updated landscaping plan and found that quantities as well as the location of plantings were the <br />generally the same as the information presented to the Planning Commission. Most of the subtle <br />landscaping changes appeared to be attributed to species and groupings for shrubs/perennials and <br />ornamental grasses. <br />Section 1320.06 — District Requirements Chart of the City Code requires a minimum landscape <br />lot area of 25 percent or 27,225 square feet for the Subject Property in the B-3 District. The <br />Applicant is proposing a landscape lot area of approximately 15% percent or 15,913 square feet. <br />Additionally, at least 10% or 2,726 square feet of the total landscaped area (i.e. 27,255 square feet) <br />shall be covered with perennials and/or shrubbery. The Applicant is proposing perennial and/or <br />shrubbery of approximately 17% or 4,680 square feet. Lastly, planting islands shall occupy 10% <br />or 996 square feet of the parking area and the landscaping plan as present complies with 1,024 <br />square feet. The Applicant states that there is virtually no green space on the property as it exists <br />today. These figures remained the same from the Planning Commission's review. <br />The minimum caliper inches of trees be provided is based on the gross square footage of the <br />building. For the cumulative building square footage of 11,100 that would require a minimum of <br />34 caliper inches for this site. The Applicant is also proposing the addition of 14 trees throughout <br />the site to provide a total of 42 caliper inches. The City Code requires a minimum of one tree be <br />provided along the right-of-way of every 40 feet of public street frontage. The proposed <br />development would be required to plant 19 trees along the Lexington Avenue and Grey Fox Road <br />right-of-way's. The Applicant is proposing eight (8) trees along Lexington. However, they have <br />modified this portion of their landscape plan to include the planting of 11 trees that were required <br />from the Grey Fox Road frontage elsewhere on the site due to conflicts with utilities along that <br />roadway. The other six (6) would be located within the parking lot islands as required by code. <br />Also under Section 1325.04, Subd, 2, the City has depth requirements as measured from the <br />Page 11 of 18 <br />
