PUBLIC HEARING —1 OB <br />,`iRZEN HILLS <br />MEMORANDUM <br />DATE: January 8, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Jessica Jagoe, Community Development Director <br />SUBJECT: Planning Case #23-021— Public Hearing Required <br />Applicant: City of Arden Hills <br />Request: Zoning Code Amendments — Chapter 13, Section 1380 — TCAAP <br />Redevelopment Code, Rezoning, and Comprehensive Plan Amendments <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Hold the required public hearing for Planning Case 23-021, a proposal for City Code <br />Amendments in the TCAAP Redevelopment Code (TRC) specific to the Flex Office (FO) <br />and Neighborhood (NR) Zoning Districts that would increase residential density from <br />1,460 units up to 1,960 units within the regulating plan for TCAAP ("Subject Property") <br />also referenced as Rice Creek Commons. Ordinance language would be amended to <br />increase the residential dwelling units per acre and allow for multi -family residential land <br />uses as a permitted use with criteria in the NR-4 Zoning District. In addition, this review <br />is proposing to rezone portions of Town Center North and South from NR-4 to NR-3 and <br />rezone the southwest corner of the Subject Property from Flex Office to NR-3 (i.e. 21 <br />acres) and NR-4 (i.e. 11.4 acres) as well as a Comprehensive Plan Amendment to amend <br />Chapter 6 for the future land use designation in these areas to be consistent with the <br />proposed zoning and residential density. The City Council will be asked to make a formal <br />decision regarding the application under Agenda Item 11 B. <br />TCAAP Joint Development Authority <br />On September 27, 2023, the JDA held a Special Work Session which included a presentation from <br />Alatus ("Developer"), on proposed land use changes that would increase the total number of <br />residential housing units from 1,460 units up to 1,960 units. The Developer identified two areas <br />where they are proposing to increase the overall density of the Subject Property by an additional <br />Page 1 of 12 <br />
