Town Center
North and South
Flex
Office/Southwes
3. Chapter 6, Section 6.4.10, Development Capacity and Net Residential Density
As part of the JDA terms in consideration of up to 1,960 units, the TCAAP/Rice Creek
Commons future development would have a stated metric of ensuring that up to 20% of the
housing units in the development are affordable at 60% of Area Median Income. The City is
proposing amendments in Chapter 6 to memorialize this criteria and further reinforce the
desired Housing goals and policies under Chapter 7 to "Promote the development of a variety
of housing options by preserving and increasing high -quality housing opportunities that are
suitable for a mix of ages, incomes and household types." Met Council states that
communities must guide a sufficient amount of land at minimum densities to provide
opportunities for affordable housing to be developed. The Affordable Housing Allocation as
set by Met Council for Arden Hills between 2021-2030 is a total of 373 units. It was further
anticipated as part of the development of the 2040 Comprehensive Plan that the TCAAP
development would largely provide for those units with a projection of 334 units.
The proposed comprehensive plan text amendment language identified in red italic font is
as follows:
The approved Master Plan for the TCAAP property includes 194.9 162.2 acres of
residential land for and a maximum of up to 1,9(4)60 residential units for an
overall maximum gross density of 109.00 units per acre. The gross density
includes the neighborhood collector roads; however, it excludes parks, arterial
roads, and the water infrastructure. Future development of TCAAP shall be
subject to a term sheet for development to be known as Rice Creek Commons in
order to meet the goals of the Comprehensive Plan with a requirement that 20%
of housing units in the development must be affordable at 60% of Area Median
Income.
Page 8of12
