3. City Code Section 1380 - TRC Amendments
The last part of the proposed amendment reviews are the TRC ordinance sections specific to the
Flex Office (FO) and Neighborhood (NR) Zoning Districts that would increase residential density
from 1,460 units up to 1,960 units within the regulating plan for TCAAP also referenced as Rice
Creek Commons. In addition, ordinance language would be amended to increase the residential
dwelling units per acre and allow for multi -family residential land uses as a permitted use with
criteria in the NR-4 Zoning Districts. The proposed amendments to City Zoning Code Chapter 13
are within the following Sections:
Section 1380 — TCAAP Redevelopment Code
o Section 2 — Components of the Code
■ Subsection 2.1 — The Regulating Plan
o Section 5 — Schedule of Permitted Use
■ Subsection 5.1, Table 5-1 — TRC Zoning District Land Use Table
■ Subsection 5.2, Table 5-2 — Additional Use Criteria Table
o Section 6 — Building and Site Development Standards
■ Subsection 6.6.a — Flex Office Zoning District, Illustrations and Intent
■ Subsection 6.8.a — Neighborhood Zoning District, Illustrations and Intent
■ Subsection 6.8.b.iii — Neighborhood Zoning District, Gross Density
o Attachment 1 — Regulating Plan
o Appendix G
Under the Developer's proposed density of up to 1,960 units, there are two areas where the
additional 500 housing units are being requested. Those locations are Town Center South to add
142 housing units and the Southwest neighborhood to add 358 housing units. The increased units
will be comprised of a variety of housing infrastructure to include single family residential,
townhomes, and apartments. It should be noted that these types of housing infrastructure are
currently a permitted residential use as outlined in Table 5.1 of the TRC Zoning District Land Use
Table in either the Town Center or Neighborhood Residential Zoning Districts. The request that
the Planning Commission is being asked to consider is amending the NR — 4 Zoning District to be
expanded to include medium (ex. 32-unit apartment) and large (ex. 175 unit apartment) multi-
family residential uses. In doing so, the City needs to amend the corresponding descriptions and
tables to reflect that amendment. Below staff has identified the proposed TRC amendments in
italic font and this language is included as Attachment D.
Section 1380 — TCAAP Redevelopment Code
o Section 2 — Components of the Code
■ Subsection 2.1 — The Regulating Plan
• Proposed Amendment Provision A.7 - Neighborhood (NR) — The
Neighborhood Zoning District provides for a range of attached
and detached single-family residential uses including multi family
residential uses.
o Section 5 — Schedule of Permitted Use
■ Subsection 5.1, Table 5-1 — TRC Zoning District Land Use Table
Page 11 of 15
