<br />I <br />I. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />Ie <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />.- <br />I <br /> <br />,AlID.EN HILLS CITY COUNCIL - MARCH 27. 1995 <br /> <br />6 <br /> <br />Mr. Chuck Winden of 1604 Chatham Avenue, has had the opportunity to see the plans proposed <br />for this project and believes the project is a fine addition to Arden Hills. <br /> <br />Mr. Eugene Schmidt of 1628 Chatham Avenue, indicated Bethel College is a good member of the <br />co=unity and they have a right to sell a property. As citizens we have a right to buy or sell <br />property without notification to the public. He personally endorsed the project. <br /> <br />Ms. Jeanne Winiecki of 4471 Old Hwy 10 N, indicated she was speaking in favor of the PUD <br />process, to speak against the project would be futile. She indicated the developer has the right to <br />develop the land with single family homes without the input of neighbors or Council, therefore she <br />encouraged the use of the PUD process for continued input of the co=unity. She suggested the <br />neighborhood create a committee to meet with Mr. Ogren to help achieve the best plan available, <br />benefiting the neighborhood and the proposed project. She reiterated the use of the PUD process <br />would better benefit the desires of the neighborhood. <br /> <br />Mayor Probst hearing no others in favor of the project, requested those in opposition to step forward. <br /> <br />Mr. Jay Schrankler of1748 Venus Avenue, indicated he is a member of an organization called <br />''Neighbors of V alentine Lake", they have been formed to review the environmental and legal issues <br />regarding this development. <br /> <br />Mr. Schrank1er co=ented that although this is private property it is affecting a public co=unity, <br />and there is a need to review the needs of many versus the needs of the few. <br /> <br />Mr. Schrankler indicated his organization contains six sub-committees; legal, government, public <br />relations, Bethel co=unications, finance, and environmental committees. He serves on the <br />environmental committee. <br /> <br />Mr. Schrankler indicated there is concern for the impact of this development on the natural, <br />residential and community environment. These concerns are the reason for the EA W petition. <br /> <br />Mr. Schrankler indicated various critical issues will be addressed through a EA W. He stated the <br />proposed development lies between two protected wetlands, Valentine Lake and Ramsey County <br />Open Space, which is a concern. He noted the Rice Creek Watershed Dis1rict has raised issues <br />regarding drainage of the proposed sediment pond and has form a TEP to review these issues. He <br />continued that rare wildlife species will be affected. He questioned ability for the pond to border a <br />County easement. He indicated traffic patterns that are a concern, many accidents have already <br />occurred. He also noted the 1991 wetland inventory map is in contradiction to the developers map <br />regarding the wetland delineation. <br /> <br />Mr. Schrank1er requested the Council to review these issues when making decisions regarding this <br />proposal. <br />
