<br />. <br />.. <br />. <br />I <br />I <br />. <br />. <br />. <br />. <br />.- <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />.e <br />. <br /> <br />MINUTES <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />JULY 31, 1995 <br />7:30 P.M. - NEW BRIGHTON CITY HALL <br /> <br />CALL TO ORDERlROLL CALL <br /> <br />Pursuant to due call and notice thereot; Mayor Dennis Probst called to order the regular City <br />Council meeting at 7:31 p.m. <br /> <br />Present: <br /> <br />Mayor Dennis Probst; Councilmembers Beverly Aplikowski, and Susan <br />Keim. <br /> <br />Absent: <br /> <br />Councilmembers Dale Hicks and Paul Malone. <br /> <br />AGENDA <br /> <br />MOTION: <br /> <br />Aplikowski moved and Keim seconded a motion to adopt tl1e agenda for tl1e July 31, <br />1995 City Council meeting as presented. The motion carried unanimously (3-0). <br /> <br />Also present were: City Administrator, Brian Fritsinger; Public Works Superintendent, <br />Dwayne Stafford; Park & Recreation Director, Cindy Walsh; Community Development <br />Director, Kevin Ringwald; City Accountant, Terry Post; City Engineer Greg Stonehouse; and <br />Recording Secretary, Rutl1 McLaurin. <br /> <br />PUBLIC HEARING - 1995 Street Maintenance Improvement Project <br /> <br />Mayor Probst opened the Public Hearing at 7:32 p.m. City Administrator Fritsinger verified proper <br />publication of notification in tl1e July 12, and 19t11 issues of the Focus. <br /> <br />City Engineer Stonehouse briefly reviewed tl1e project involving Benton Way and tl1e Hunter's Park <br />Homeowner's Association. <br /> <br />Mr. Stonehouse outlined the project area on a map, using an overhead transparency. He indicated <br />tl1e costs and funding for tl1e project. The assessed cost to tl1e resident for the overlay project would <br />be $4 per linear foot. <br /> <br />Mr. Stonehouse explained tl1e assessments are made based on State Statute 429.051, indicating tl1e <br />ability for the City to assess properties benefiting from tl1e improvement. He noted this benefit is <br />based on increase in property value and not based upon use. <br />
