<br />I <br />I. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I- <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />Ie <br />I <br /> <br />ARDENEILLS CITY COUNCIL - nJL Y 31,1995 <br /> <br />7 <br /> <br />Mr. Ringwald indicated tl1e Planning Commission recommends approval of Planning Case 95-15, <br />PUD Master Plan and Final Site Plan for CSM lDynaMark Phase II. <br /> <br />Mr. Ringwald noted, referring to tl1e minutes of the pJannine Commission of July 5, 1995, condition <br />number four as to the knowledge of staff, been adequately addressed and reeommends tl1e following <br />conditions: <br /> <br />1. That tl1e lot division be filed witl1 Ramsey County prior to occupancy of eitl1er <br />building. <br />2. That tl1e access easement document drafted for Stage I construction be amended, if <br />necessary, to include access to both parcels and circulation between tl1e parcels and <br />be subject to tl1e review and approval of the City Attorney; <br />3. That the staffwork with the Applicant to make minor adjustments in tl1e curb radius <br />of intersection to facilitate access by large vehicles; and <br />4. Erosion Control Plan be reviewed by staff for adequacy of design. <br /> <br />Mr. Ringwald indicated Mr. Cliff Bartlett, a Shoreview resident, requested information on where the <br />surface runoff from the CSMlDynaMark project goes after it leaves tl1eir site. Mr. Bartlett was <br />concerned the development of this site would cause additional ponding on his property. The staff, <br />with assistance oftl1e City ofShoreview and Ramsey County Public Works, has determined that tl1e <br />surface runoff from this project does not flow into Mr. Bartlett's property. Staffhas informed Mr. <br />Bartlett of tl1e location of tl1e storm drain system. Staff also put Mr. Bartlett into contact with the <br />City of Shoreview, who was going to provide him witl1 a copy of the storm drain plans for tl1e area. <br /> <br />Mr. Ringwald commented in reference to erosion control, it is being handled as construction occurs <br />and easement documents directing roads and modifications to accommodate large vehicles are in <br />place. <br /> <br />Mayor Probst asked how services and loading would be handled witl1 tl1e removal of tl1e bays <br />previously shown. Mr. Bill Sikom representing CSM indicated tl1e primary loading and refuse <br />collection is the hatched areajust east oftl1e building. Mayor Probst inquired if the area is screened. <br />Mr. Sikom assured Council the area is properly screened. <br /> <br />MOTION: <br /> <br />Keirn moved and Aplikowski seconded a motion to approve Planning case 95-15, <br />CSM Planned Unit Development with tl1e four stated conditions as outlined by staff. <br />The motion carried nnanimously (3-0). <br /> <br />Planning Case 95-16. Balfany PreliminarY Plat <br /> <br />Community Development Director Ringwald reviewed tl1e request for approval of a five lot <br />Preliminary Plat. <br />
