He <br />noted recommendation of Staff would be for approval with the conditions a, c, d, and e noted in the <br />staff report. <br /> <br />MOTION: Malone moved and Hicks seconded a motion approving Case 95-18, Bethel College <br />Site Plan Review with the following conditions: <br /> <br />1. Modification of the southeast comer of the parking lot to provide a second <br />access point, if Bethel College can relocate the "Control Gate" to the <br />intersection of the service drive and Bethel Drive; <br /> <br />2. Approval of the grading plan by Rice Creek Watershed District; <br /> <br />3. Provision of written verification that the proposed use (138 stall parking lot) <br />is permitted within the utility easement; and <br /> <br />4. Provision of adequate handicap parking stalls as required by the ADA, prior <br />to the issuance of the building permit. <br /> <br />Motion carried unanimously (5-0). <br /> <br />Adopt Resolution 95-59. Authorizing the Preparation of Plans and Specifications. <br /> <br />City Engineer Stonehouse reported the City of Arden Hills created a Surface Water Management <br />utility on April 1, 1993. Among the many justifications for this new utility was the means of <br />fimding five significant capital projects identified in the City's long-range Surface Water 509 Plan. <br />At the time of this utility's inception, Council directed staff to complete the 509 capital projects on <br />a regular and systematic basis such that they would be accomplished by 1997. <br /> <br />Mr. Stonehouse indicated Staff recommends that Council consider authorizing a $32,000 1995 <br />budget deviation that specifically approves the Lake Josephine 509 project in the Surface Water <br />Management utility. <br /> <br />Mr. Stonehouse noted Staff also recommends Council consider authorizing the City Engineer to <br />prepare plans and specifications on this proposed 1995 project (Lake Josephine) and the proposed <br />1996 project (Karth Lake). This action will support the project work plan and assist in 1996 budget <br />preparation. <br /> <br />Mr. Stonehouse feels it would be cost effective to prepare plans and specifications for both and then <br />the Council can choose one or both of the projects. <br />
