<br />I <br />I. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I- <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />Ie <br />I <br /> <br />,ARDEN HILLS CITY COUNCIL - AUGUST 14. 1995 <br /> <br />9 <br /> <br />Mayor Probst indicated there would be two options the Council could review: 1) assess corner lot <br />formula as the outlots exists, or 2) use a phantom lot for the corner lot formula. <br /> <br />Councilmember Malone indicated using a phantom corner lot for the outlots, would bring the <br />assessment to $216.05 per lot. <br /> <br />Councilmember Keirn inquired as to the current size of the corner lots on the other side. Mr. <br />Stonehouse indicated those lots were 120 feet x 95 feet and 120 feet x 60 feet. <br /> <br />Councilmember Malone felt the phantom lot dimensions would to be generous. <br /> <br />MOTION: <br /> <br />Malone moved and Hicks seconded a motion to adopt Resolution 95-57, Adopting <br />Final Assessment Roll, based on front footage of 3,672.77 multiplied by $4.00 <br />divided by 68 provides a $216.05 assessment per parcel. <br /> <br />Mr. Bob Porter, 1128 Benton Way, indicated the outlots are unbuildable and creating a phantom <br />lot is not fair to the residents. He felt the outlots should be assessed as individual lots as they are <br />platted. <br /> <br />Mayor Probst indicated the Council would not debate the merits of the motion with Mr. Porter, the <br />City Council has recognized the special circumstances of the association. He believed the Council <br />has been diligent in finding a solution. <br /> <br />Motion carried unanimously (5-0). <br /> <br />Mayor Probst noting additional visitors once again gave anyone who wished to address the Council <br />an opportunity. Hearing no one, the Mayor moved forward with meeting. <br /> <br />UNFINISHED AND NEW BUSINESS <br /> <br />Planning Case #95-18. Bethel College Site Plan Review <br /> <br />Community Developer Director Ringwald indicated Bethel College is requesting site approval for <br />a 138 space parking lot. The site plan also provides for a pedestrian trail from the parking lot to the <br />Edgren, Bodien, and Getch residence halls. <br /> <br />Mr. Ringwald noted the Special Use Permit for the Bethel College Campus Master Plan was <br />originally issued in 1978 in Planning Case 78-5. The Special Use Permit was amended in 1980 to <br />allow site plan approval for projects consistent with the Master Plan. <br />
