I
I.
I
I
I
I
I
I
I
I-
I
I
I
I
I
I
I
I-
I

,ARDEN HILLS CITY COUNCIL - SEPTEMBER 11, 1995

10

as pedestrian movements crossing County Road F or vehicular traffic trying to enter County Road
F from Fairview A venue are present, then the installation could be valid.

Mr. Maurer recommended not installing the stop sign.

Councilmember Aplikowski indicated she agreed with the engineer, but in talking with residents,
they have a difficult time entering County Road F from their drives. She noted if this is the reason,
the sign should be located on V alentine Avenue.

Councilmember Malone agreed with the engineer's report and indicated he did not feel the sign is
necessary.

Councilmember Aplikowski inquired if the Sherifi's Department had an opportunity to monitor the
speeding problems. Mr. Post indicated he had noticed a patrol presence on County Road F and that
the Sheriff's Smart Unit is scheduled to monitor traffic speed on the road later this month.

Mayor Probst indicated there is a problem, and if a stop sign helps address this problem, he feels it
would be appropriate. He noted there is significant pedestrian traffic across County Road F that
would also benefit from the sign. He noted this is an inexpensive, simple way to address the
problem.

Ms. Ann-Marie Hoelscher, 1750 Gramsie Road, indicated she felt the number one reason she
would request a sign is to enable her to leave her driveway in the morning.

Ms. Billie Schacht, 1683 W. County Road F, indicated her and her husband observed 305 cars, and
20 buses between 7:00 a.m. and 7:30 a.m. They also noted traffic backed up from Highway 10 to
Crystal Avenue.

Mr. John Steinglen, 1785 County Road F West, noted if it is a matter of money he would pay.
He noted it is his opinion that a sign is necessary and he hopes it does not take loss of human life to
convince the Council to do something.

Mr. Ken Schacht, 1683 West County Road F, indicated the traffic needs to be controlled.

Mr. Craig Wilson, 1677 West County Road F, indicated it was his understanding the stop sign was
a suggestion of the Sheriffs Department. He felt this suggestion should be followed.

MOTION: Hicks moved, Probst seconded a motion to approve the installation of three-way stop
sign at the intersection of County Road F and Fairview Avenue. The motion carried
(3-2, with Councilmembers Malone and Aplikowski in opposition.)
